It is haram as one cannot marry his wife's sister, daughter or mother, (while still being married to her) not sure here could be while she is alive.

Now this incident in question is one isolated and rather unheard of in the history of Pakistan.... this is so fuked up that its likely haram as per Islamic Jurisprudence... and this case will set a precedent.
