Two different objectives. The USA was interested in regime change in Iraq and even then it took a multinational coalition to achieve that. Israel fights mainly defensive wars against an incompetent enemy and even then has had to make territorial concessions such as loosing the Sinai and Gaza. The only places it holds is the Golan Heights ( where it is continuously challenged) and the West Bank where it has had to grant limited authority to Palestinians and could not affect a direct annexation yet.

The India China equation is different.

1. China made a claim on "Indian territory " which was rejected by India.
2. China attacked and defeated the Indian armed forces, seized and annexed the "Indian territory "

3. India did not challenge and recover any territory lost to China since 1959.

4. In 2020 India made a feeble challenge by attempting to build roads and access to the border which resulted in another Chinese response with more Indian territory lost.

5. China is now sitting pretty with all the territory it needed to keep India off balance. Just in case, it is maintaining its armed forces readiness showing a "cocked fist" to India, reminding it of the consequences of trying to recover territory.

The ball is in India's court. It is India which has to recover territory "Israeli " style.
But India is too busy complaining and rubbing it's arse where China kicked it last.

China is not in the arms race with any country. China spends very little money on military, only 1.9% of its GDP. That is significantly smaller than the spending ratio of USA or India. Hard to imagine a country spending that less money on military could be called "in arms race"
