Human rights is a basic right according after birth to every human being, and is essential, and required for the basic living and development aspects of human life. Human rights are inalienable and non-compromisable, especially in a democratic society, where the state is duty bound to provide its citizens such rights. The UN Declaration of Human rights was declared on 10 December, 1948 and serves as a model to establish human rights for suppressed people worldwide.Bangladesh is a signatory to the Universal Declaration, and despite granting basic human rights for its citizens in its Constitution, has a serious problem with compliance in its human rights records. The transgressions include killings, abductions, secret killings, extrajudicial executions in the name of crossfire and armed encounters, torture of women and children, border killings, torture on minorities and media personnel – all these are increasing as per media reports. Bangladesh Islami Chhatra Shibir demands that the state to play a strong role to ensure the basic human rights of the people of Bangladesh.
The report for the month of December has been compiled from events throughout the country and is also worrying in this regard.
In December 137 people were killed in the whole country. About 04 people have been killed every day this month. In 17 instances of extrajudicial killing incidents, 18 people were killed by law and order forces. In 56 violent attacks 47 people have been killed and 14 people have been injured. Moreover, 03 people were also killed and 02 injured in 3 incidents of public beatings.
In this month 02 people have been abducted by law and order forces. 117 people were abducted, 31 people were rescued alive after the abduction and 32 dead bodies were recovered after abduction. In the 16 incidents of political violence, 04 were killed, 172 were injured, and 2 were injured after being shot. 168 people including general public, opposition leaders and activists were arrested in connection with 14 arrest incidents in the name law and order. The Indian Border Security Force (BSF) has killed seven people in 10 attacks.
Violence against women has increased. Due to dowry, 06 women were victims of physical torture and 07 women were killed, 33 were injured in family conflicts while 04 were injured, 58 were raped, 04 were killed after rape. 07 children and women have been victims of sexual harassment. Also, 30 children have been raped and 08 women have been victims of gang rape. In the 15 cases of child abuse, 13 were killed and 02 injured.
05 journalists were injured in four incidents of torture by government activists and law enforcers. In addition, there were 04 attacks on minority communities.
In violence due to ruling student party infighting and attacking other student organisations, 07 people were injured in 07 incidents of violence in the campus, with 2 people dead. The law and order forces have recovered 108 bodies from different places this month. The identities of 08 bodies remain unknown.
The Central Human Rights Department of Chhatra Shibir believes that the rule of law cannot be enforced if individual rights are violated. Although the Constitution ensures the rights of the common people, the government has failed to ensure this on ground. If the people are unable to attain their rights and feel part of the processes of the state as its citizens, then true democracy will not be ensured. Therefore, the building of the state upon principles of equality, justice and insaf is very important, along with the establishment of accountability at all levels of the state, without which individual rights cannot be ensured. The role of the state in human rights violations is increasing day by day – extrajudicial killings, torture, BSF killings, women torture and minority attacks. This is especially true in the general fear among populace created by the anti-terrorism drive by the government.
A better security situation will help in efforts of national unity which will help in ensuring the basic human rights of the common people,in the absence of which the situation will degrade further.Thus Bangladesh Islami Chhatra Shibir demands the strong role of government in ensuring human rights compliance on ground, and combating terrorism and extremism. We also demand a unified role of civil groups and human rights organisations in this regard.
