Epic Fail.
Kyrgyz Deputy PM recieved all the dignitaries who landed after Lunch whereas Kyrgyz PM recieved dignitaries who landed before lunch since it was not possible for one head of state to simply wait at the airport for 7 hours, they divided the time slots among each other.
Modi landed at 2.20 PM local time, Imran whereas landed at 12.45 PM.

Edit: Small correction. Modi stepped down from plane at 2.20PM & not 2.30, small mistake.

Indeed China is a factor but above that is the human factor. Imran Khan has incredible persona which attracted global attention long time before he went into politics. Cricket is a obscure sport in the west but his charisma made him a star who was touted in London, New York and other capitals. I think that is a factor here because even now that he is aged but he still shines above the line leaders including Putin leave alone Modi.
