GST bill is likely to get passed in this winter session.Most of the party's are supporting BJP on this and congress have seemed to agree on the formula with few suggestion(improvement) they want.
The govt wants to pass more then 10 bills in winter session but it's unlikely that all of them will be cleared.

So lower gst mean less money for govt coffers.That would really hurt any big spending the govt proposes.On the other hands,less commodity prices would mean greater consumption.But listening to all the GST hoopla on tv,it must be something positive otherwise why would the govt go begging to Sonia for help.

Additionally GST is a taxation reform which will help the businesses to overcome the shortcomings of CST. It will help ease of doing business resulting in more economic activity in the country(like you said) which means more tax collection by the govt.
