Seems a bit more complicated.

The existing Child Labour (Prohibition and Regulation) Act passed in 1986, bans child labour only in so-called hazardous occupations for children under the age of 14. In other words, this law bans only 20% of all child labour in India and is silent on the rest 80%.

As per 86 act children under 14 were prohibited from only 18 'hazardous' industries , now all child labor upto 14 are banned . Also as @levina ji said bidi,polishing,match box making,carpet weaving etc are already illegal by prohibition act .Banning everything under 14 is exactly what child rights activists have been demanding and the article someone posted from Kailash Satyarthi explains this well

Even in the so called Advanced Economies ..Children below the age of 18 are allowed to work... why this hue and cry when the same regulation is passed in India.

At home he is not allowing children's dream come come true . How cruel he is. He deprived Pappu from getting his paternal position of PM. Very bad indeed.
