Seeking to allay concerns of three northeastern states, Union home minister Rajnath Singh announced on Friday that the territorial integrity of Arunachal Pradesh, Assam and Manipur would not be compromised while inking the final Naga peace accord.

Singh also said that violence perpetrated by insurgent groups in the Northeast has come done significantly -- by 75 to 80%.

“There should be no apprehension or worry for anyone. Territorial integrity of no state will be affected,” Singh told reporters here on the sidelines of a ‘Sainik Sammelan’ of the paramilitary Assam Rifles.

He was replying to a question about the possibility of hampering the territorial integrity of Arunachal Pradesh, Assam and Manipur by the impending peace agreement between the central government and Naga insurgency group NSCN-IM.

The home minister added the central government was committed to do its best to fulfil the aspirations of the Naga people for a brighter tomorrow.

“The central government, under the leadership of Prime Minister Narendra Modi, is committed to do its best to fulfil the aspirations of the Naga people for a brighter tomorrow with all the honour which they richly deserve,” Singh said at the Hornbill Festival at Naga heritage village Kisama, about 12 km from the state capital Kohima, earlier in the day.

The insurgent group NSCN-IM’s key demand is to integrate the Naga-inhabited areas of Arunachal Pradesh, Assam and Manipur, which has been strongly opposed by the three states, currently ruled by the BJP.

Last week, President Ram Nath Kovind said Nagaland was at the threshold of making history as the final agreement on the Naga political issue would soon be arrived at and a lasting peace achieved.

The expectations for a lasting peace have soared in Nagaland, which had been hit by insurgency for decades, after the Centre and the NSCN(IM) signed a framework agreement in 2015.

On September 19, Nagaland Governor P B Acharya said that the vexed Naga issue would be solved within the next few months.

The NSCN-IM has been engaged with peace talks with the interlocutor of the central government since 1997 when it announced a ceasefire agreement after a bloody insurgency movement which started in Nagaland soon after the country’s Independence.

The home minister also said the current interlocutor, R N Ravi, has been “doing a good job” and working for finding a solution.

Addressing the jawans of the country’s oldest paramilitary force Assam Rifles at Shokhuvi, Singh said violence perpetrated by Northeast insurgent groups has come done by 75 to 80% in the recent past.

“I can tell you that 75 to 80% of the insurgency-related violence in the northeast has come down,” he said.

Manipur chief minister N Biren Singh o Friday said the people of the state would not allow its territorial integrity to be disturbed by the final settlement of Naga political problem.

Nagaland, which was affected by insurgency for decades, was at the threshold of making history as the final agreement on the Naga political problem would soon be arrived at, President Ram Nath Kovind had said in Kohima last week.

The chief minister said he told Union home minister Rajnath Singh that neither he nor the people of Manipur nor the state government would agree division of Manipur for a solution to the Naga issue, an official release said here.

N Biren, who had called on Rajnath Singh in Kolkata yesterday, was talking to media persons on the sidelines of a function here.

Along with him, Assam chief minister Sarbananda Sonowal and his Arunachal Pradesh counterpart Pema Khandu too held a discussion with the Union home minister on this issue in the Eastern metropolis, he said.

Sonowal and Khandu also told Rajnath Singh that they would never endorse an agreement which may infringe on the boundary of their respective states but they would extend full support in settling the issue within Nagaland, N Biren said.

He said he had urged Rajnath Singh not to do anything which may disturb the unity of hill and valley people who have been living together harmoniously since time immemorial.

The expectations for a solution of the vexed Naga political problem have gone up in Nagaland after the Centre and the NSCN(IM) signed a framework agreement in 2015.

Nagaland Governor P B Acharya had also said on September 19 that the vexed issue would be solved within the next one or two months.

Framework agreement with NSCN (IM)

Framework Agreement signed between the Government and the NSCN (IM) on August 3, 2015 laid down the broad parameters for final settlement. Final Accord has not yet been signed. The six Naga armed groups are in contact with the Government of India Interlocutor.

Government is aware of apprehensions expressed in Assam, Arunachal Pradesh and Manipur. These are speculative in nature. Adequate care is being taken to protect the interests of all stakeholders.

This was stated by the Minister of State for Home Affairs, Shri Kiren Rijiju in written reply to a question by Smt. Wansuk Syiem in the Rajya Sabha today.

Guwahati, December 21

The Gauhati High Court on Thursday exonerated firebrand farmer leader Akhil Gogoi from charges framed against him under the National Security Act (NSA) and ordered the Assam Chief Secretary to institute a probe into the “irregularities” committed by the state government in arresting Gogoi under the NSA.

Akhil Gogoi, the leader of Krishak Mukti Sangram Samity (KMSS), was arrested by the Assam Police on September 25 under the NSA on charges of sedition after the leader while addressing a public meeting in Moran in Dibrugarh district threatened to take up arms against the state if the interests of indigenous people in the state were not protected.

The High Court gave the verdict in the case after conducting eight hearings. The verdict would enable Gogoi to come out of the jail provided he is granted bail in another case registered against him in Moran police station in Dibrugarh district.

Gogoi has been spearheading various agitations in the state, including the sustained protests against construction of 2,000 MW hydro project by the NHPC at Gerukamukh along the Assam-Arunachal boundary.

Government committed to an early solution to Naga issue, says Shri Kiren Rijiju

Assures people of Nagaland to implement the solution as soon as it is reached

The Minister of State for Home Affairs, Shri Kiren Rijiju has appealed to the people of Nagaland to participate in the democratic process of elections.

In his message to the people of Nagaland, Shri Rijiju said that “the Union Government is sensitive about the popular sentiment of Naga people and is committed to an early solution to their issue. He assured the people of Nagaland that the Government will implement the solution as soon as it is reached.”

He has also appealed to the political and civil society groups of Nagaland to participate in the upcoming Assembly elections in the state and to withdraw their declaration to boycott the democratic process.

The Legislative Assembly election are scheduled be held on 27th February, 2018 to elect members of the 60 constituencies in Nagaland. Counting of votes is scheduled to take place on 3rd March 2018.

Assam minister Ranjit Dutta, who was in Itanagar to attend a tribal festival, has exuded confidence that the decades-old boundary dispute between the two BJP-ruled states can be resolved through “meaningful” dialogue.

Assam chief minister Sarbananda Sonowal has been initiating measures with his Arunachal counterpart Pema Khandu to hammer out a permanent solution to the border issue, the irrigation minister from Assam said at the Nyokum Yullo festival in Itanagar on Monday.

The festival is celebrated by the Nyishi community of the state every year to invoke God’s blessings for good harvest and communal harmony.

Clad in Nyishi Bopia (headgear), Dutta, who attended the festival on behalf of Sonowal, said, “Prime Minister Narendra Modi is serious about the dispute between northeast states, so is Sonowal. The CM has already initiated a similar dialogue with Nagaland counterpart TR Zeliang,” he said.

Stating that “divisive forces” were trying to “destabilise peace” in Assam and Arunachal Pradesh, Dutta called upon the people of both the states to thwart such attempts.

“Till 1978 both the states were under one administrative unit of ‘bor Axom’ (Greater Assam). The people of both the states since time immemorial have been maintaining cordial relations,” the minister said.


Dutta called upon the Assamese people staying in Arunachal Pradesh to uphold the age-old relations through cultural exchange programmes.

Lauding the Nyishi community for preserving the age-old rich culture and traditions, Dutta also exhorted the elderly people in the state to pass on the baton of tradition and culture to the younger generations.

Nyokum Yullo Celebration Committee chairman Ha Tatu, on his part, said the presence of a minister from neighbouring Assam will cement the ties between the people of both the states.

Centre extends ceasefire for one more year with NSCN/NK and NSCN/R

A ceasefire is in operation between Government of India, National Socialist Council of Nagaland – Neopao Konyak/Kitovi (NSCN/NK) and National Socialist Council of Nagaland – Reformation (NSCN/R). It was decided to extend the Suspension of Operation with NSCN/NK and NSCN/R for a further period of one year with effect from 28th April, 2018, i.e till 27th April, 2019.

This was signed on 19th April, 2018 by Shri Satyendra Garg, Joint Secretary, Ministry of Home Affairs on behalf of Government of India. Shri Jack Jimomi, Supervisor, GPRN/NSCN on behalf of NSCN/NK and Shri Viniho Kiho Swu, Co-Supervisor and Shri Toshi Longkumer, Member on behalf of NSCN/R.

Some 300 special police officers (SPOs) on Monday blocked an arterial bridge across river Brahmaputra demanding regularisation of their jobs. They threatened to commit mass suicide by jumping into the river before the police dragged them away to restore order.

About 650 SPOs have been jobless since the Assam government discharged them in 2015. They have been awaiting absorption in the proposed third Assam Industrial Security Force, as the government had promised.

“We have no job, no money to look after our families. The government does not want us to live, and by preventing us from jumping into into the river, it does not want us to die either,” an SPO told newspersons.

The State government had raised the SPOs in 2008 to guard government officials and vital installations after militants triggered large-scale violence in Dima Hasao district. Many surrendered rebels were included into the squad under rehabilitation schemes.

“Initially, 900 SPOs were recruited. But the government discharged 298 of them in 2010 without any notice. The remaining SPOs were discharged in 2015, but none of us were given the revised pay since September 2013,” Dilip Saikia, president of SPO Welfare Society, had said some time ago.

Mr. Saikia is undergoing treatment following an accident.

The SPOs were recruited at a fixed monthly pay of ₹4,839 for the first three months. The pay was later revised to ₹8,200.

The SPOs had in 2015 staged an armed revolt after being discharged. Two of them sustained bullet injuries after the police opened fire to quell the rebellion.

Home Commissioner L.S. Changsan did not take calls, but an official in her department said the SPOs were recruited in 2008 on the condition that their job would be temporary. “There is no point demanding regularisation of job when they had agreed to the condition in the first place,” he said.
