yes it is but its lockheed martin project to upgrade all USAF F-16 in 90s which was rejected by USAF but the enlarged designs was sold to Japan by lockheed Martin Co, which become Japanese F-2 @undertakerwwefan

It wasn't sold to Japan. Japan didn't buy F-16 design from America. Japan designs its own fighter jets.
