It is the standpoint of China's foreign policy to reinforce its relations with developing countries. China upholds and implements the notions of peace, cooperation and harmony as well as the new security concept of mutual trust, mutual benefit, equality and collaboration, and is devoted to the development of the military ties between China and the Arabian states.

The Bandung Conference held in 1955 brought a breakthrough in the relations between China and the Arabian states. It was made clear at the fourth ministerial meeting of the Chinese-Arabian Cooperation Forum convened in May 2010 that both sides would work towards “strategic cooperative relations of comprehensive cooperation and common development”. The new positioning gave great impetus to the development of the Chinese-Arabian ties in the new era and enabled the Chinese-Arabian cooperation in various fields to constantly mount new stages.

The exchanges and cooperation between China and the Arabian states have been gradually expanding to the fields of energy, culture, education, science & technology and infrastructure in recent years. The Chinese-Arabian military exchanges also showed good momentum of growth, making new headway in high-level exchanges, personnel training and defense security consultations.

The military exchanges between China and the Arabian states have kept increasing over the past years, with the contents concerned being more pragmatic and the high-level contact being even closer, said Qian Lihua, director-general of the Office of Foreign Affairs under the Ministry of National Defense of the People's Republic of China (PRC).

Statistics show that the defense ministers, chiefs of general staff and chairmen of the joint chief of staff from 10-plus Arabian states including Egypt, Oman and Tunis, visited China since 2005. The leaders of Chinese military successively paid visits to Kuwait, Saudi Arabia and Qatar, etc., and the Chinese People's Liberation Army (PLA) has established mutual-visit mechanism for senior officer delegations with its counterparts of Syria, Egypt, Jordan and Lebanon.

The high-level exchanges between the Chinese and the Arabian militaries enrich the connotations of the relations between China and the Arabian States, lay the foundation for the bilateral military exchanges and cooperation and promote the multi-layer and multi-field development of the bilateral military ties.

Pushed by the high-level mutual visits, such command colleges and specialized technological colleges like the PLA's National Defense University (NDU) have admitted many cadets from the Arabian states in recent years to help cultivate various types of talented people needed in military construction of those countries.

The Ministry of National Defense of the PRC held two seminars for high and intermediate-ranking Arabian officers, providing them with opportunities to conduct exchanges of experience on national defense construction and army building through discussion with Chinese military experts and visit to the PLA troops.

The Arabian states like Oman, the United Arab Emirates, Saudi Arabia, Syria, Jordan and Egypt also sent their military academy delegations to visit the PLA colleges like the NDU and the PLA University of Science and Technology for exchanges on teaching expertise.

The PLA established defense security consultation mechanism with its counterparts of Egypt and the United Arab Emirates respectively in 2009 and 2010 and the parties concerned would regularly carry out extensive and in-depth exchanges of views on international and regional security and bilateral military relations as well as other issues of common concern.

The development of the military ties between China and the Arabian states reveals that regardless of the religious belief, social system and nationality, the militaries can enhance unity and cooperation on the basis of equality and mutual benefit and make contributions to building a harmonious world of lasting peace and common prosperity.

Xu Caihou, vice chairman of the Central Military Commission (CMC), will visit the United Arab Emirates, Syria and Jordan from November 3 to 13, which will be the second visit by a vice chairman of the Central Military Commission to the said three countries in a decade, said Qian Lihua. Xu's visit to the three countries is bound to play a positive role in promoting the friendship between China and the Arabian states as well as the bilateral exchanges and cooperation on military security
