Whatever it is, Russian planes have not able to down a single jet since war started in Syria. On the contrary, Russia has lost planes in combat and has not been able to effectively retaliate.

Russia is a great military power no doubt but recent shooting of its plane by Israel and Turkey before it, erode its military's credibility to effectively counter any threat.
There is no air to air combat in Syria. only Russian Plane Downed by an Air to Air missile was a soviet era ground attack su24 without any warning and hostility without any Escorts by Turkish F16. For which Turkey Apologized from Russia and things went well from there no hostilities between them.
Show me any instance of active air to air engagement between Russian Jets and NATO planes or Israeli Planes in Syria?
And when did Israel Shoot down its plane in Syria? Where did you pulled that out from?

While all other IRST are not retractable, MiG-31's is retractable.

I suspect part of it would be low drag as the mig31 was a high speed interceptor,in addition under fuselage mounting would`ve given it good look down capabilities from the high altitudes that it operated in,also there might not have been enough room left in the nose considering how big the zaslon pesa radar was

A Russian intel plane was shot down in Syria.

While Russians have been in Syria, Israel has attacked Syria with impunity. Even if there has been no air combat, it still raises questions on why Russia has not been able or has been unwilling, to safeguard Syrian airspace.

True, but it was shot by S-200, not by a fighter jet.

Thats not true. The Israelis tactfully positioned their planes behind a Russian plane. Which means they wanted the Russian plane to be targeted while they hid under its radar signature.

This would not have happened if Russia had given ample and credible warning. There is no guarantee that it will not happen again.

It could happen again, but highly unlikely. Jamming is now in effect in western Syria. GPS guided weapons like Small Diameter Bomb can't be used. F-16 will have to go within 10 km and use laser guided bomb. Would get shot down by SAM or MiG-29.

that makes sense. russians do not have the microwave IC technology to reduce the size of their radars

F-16 didn't fight any worthy opponents. Their losses were heaviest in first Gulf war. 3 F-16 were lost in that war to SAM.

I'm not an expert. I don't even know what this is? I only know there are mechanical, PESA, AESA, beyond that I don't know.
