Staring problem is real. its irritating but its true, Perhaps due to gradual opening of society. Earlier we had purdah systam which is gradually dying among majority. Girls are coming out of houses for work etc.western clothing is getting popularity among girls. Lower class men are not habitual of such things that results in curiousness and typical stare.
