They are implemented in spirit not followed exactly word to word to avoid offending religious beliefs. I have seen ppl wearing burqa's in police station. Even in highly secure US embassy they dont ask ppl to remove religious symbols like chains.

More over this was not a mass contact program but highly supervised under the glare of security. This was a one off visit for person who is under high security under full international glare not some frequent visit to ordinary jail.

This drama was enacted more or less to show who is in control rather than any humanitarian consideration.

Several ppl have defended that there is a security risk. But the question is why and who will harm him under the glare of cameras & security ppl? if he were to be harmed by ppl visiting from India wouldnt the blame directly fall on to India. That would be a dead give away.
