Malik for in-camera briefing on Black Water, DynCorp
ISLAMABAD, Feb 9 (APP): Interior Minister A. Rehman Malik Tuesday told the National Assembly that the statements of US Secretary Defence Robert Gates and Provincial Minister for Information Bashir Bilour were misquoted by media regarding presence of Black Water and DynCorp in Pakistan. US Secretary Defence Robert Gates and Bashir Bilour were misquoted by the media as both have categorically denied the presence of Black Water in Pakistan.
Replying to calling attention notice of Barjees Tahir, he said neither the Black Water or any other security agency with such name is operating in the country nor they were issued visa.
He said the Interior Ministry, Federal Investigation Agency, ISI, MI, IB and provincial governments have thoroughly investigated the presence of Black Water but found no existence of Black Water or its employees.
Malik said that there is a great need to give an in-camera briefing to the House regarding Black Water and DynCorp, internal, external security threats and the steps taken by the government for peace and stability in the country.
I will informed the House during in-camera briefing about the things which it does not know, the Minister claimed.
He said the issue emerged six moths back when some foreigners were intercepted and arrested, later three more were intercepted near Tarnol (Islamabad) and subsequently few more foreigners were arrested from Gawardar.
He said the probe revealed that all these foreigners were diplomats and since the diplomats have certain rights and limits to move under Vienna convention therefore these foreigners were there.
Dont consider every one is Black Water, if you have any proof of Black Water share it I will go along with you and take immediate action, he remarked.
Malik told the House that in year 2003, during the Musharraf regime, an agreement was signed with DynCorp for capacity building and training of FC. Based on the agreement FC was trained by DynCorp, he added.
Referring to Inter-Risk security agency, Malik said Inter-Risk security agency was providing security to foreigners, adding that the employees of the agency were being trained by DynCorp.
The license of the agency has been canceled for violating rules and the possessing illegal arms and ammunition, he informed the House.
He further said that Police were being imparted training by US officials at Sihala academy, but due to concerned raised by certain quarters the training centre have been shifted from Sihala.
The Minister said that US government has granted $ 46 million for capacity building of Law enforcement agencies and we have allowed them some relaxation in a good faith.
He further said that Japan, France Australia have also extended help for capacity building of Pakistanis LEAs.
The people should have confidence in the government, we would not allow even a child to play with countrys stability, he said if some one is still suspicious of Black Water in Pakistan, despite the governments repeated negation, then a commission or committee should be constituted to look into the matter.
He said most of the events reported by the media were often subject to verification but those were reported.
According to a survey, he said there are 412 US officials in Islamabad, 289 were diplomates and 179 were residing in rented house in Islamabad.
