Malaysian police detect financial transactions to activate LTTE

Malaysian police today disclosed financial transactions involving a huge sum of money had been carried out, believed to activate the Liberation Tigers of Tamil Eelam (LTTE) group in the country.

Bukit Aman’s Special Branch Counter-Terrorism Division (E8) Principal Assistant Director Datuk Ayob Khan Mydin Pitchay said the financial transactions were detected in the accounts of individuals detained in the operations carried out on Thursday and Saturday (Oct 10 and 12) over their alleged involvement in LTTE.

“From the investigations carried out at the suspects’ premises and checked on their mobile phones, police have seized flags, posters, pictures of LTTE leaders and detected financial transactions involving a huge sum of money.

“The financial transactions are believed to fund the promotional activities, recruitment and mobilisation of LTTE programmes in the country,” he said at a press conference in Bukit Aman today.

Declined to elaborate on the actual amount involved in the transactions, he said police also discovered that the LTTE has branches in every state.

“There is a movement trying to activate the LTTE and that’s why the police are making the arrest to stop it from expanding.

“There are two suspects among those detained who are planning to launch a 'lone wolf' attack in the country, for example, they had injured Sri Lankan High Commissioner to Malaysia Ibrahim Sahib Ansar in 2016,” he said.

Meanwhile, Ayob Khan stressed that the arrest had nothing to do with any political party but it was a terrorist issue.

“The arrests were made because they support the violence and the police will not tolerate anyone, no matter which political party (they belong to). The police will continue to investigate and if there are any basis and evidence, a follow-up will be made,” he said.

He also warned that those involved in financing and supporting the LTTE are now on the radar of Special Branch’s Counter-Terrorism unit.

Asked why two detained state assemblymen were not asked to give their statement first, Ayob Khan said: “This is a security matter and if they were asked to give statement first, they would give a 'statement on surface', apart from the police, would not have the right to carry out a search.

Commenting on the publication of the pictures of those LTTE-linked individuals that went viral, he said police did not arbitrarily detain any individuals.

He also explained that it was not a crime to sympathise with the fate of the Tamil ethnic group in Sri Lanka, but it was wrong to support the LTTE.

“The LTTE has been declared a terrorist group ... why should we support this group” he said.

A total of 12 individuals including two assemblymen were arrested on Thursday and Saturday (Oct 10 and Oct 12) over alleged involvement in the LTTE including supporting and channelling funds to the group.

The LTTE has been listed as a terrorist group in Malaysia since 2014.

PETALING JAYA, Oct 14 -- The police have their own reasons as to why they arrested the individuals suspected of having links to the Liberation Tigers of Tamil Eelam (LTTE) terrorist group, Tun Dr Mahathir said.

The Prime Minister said police had briefed him on the matter and he was satisfied with the reasons given for the arrests.

“I was briefed by the police (on the arrests), and they gave me the reasons behind their action, and I am satisfied with them (reasons),” he told reporters briefly after delivering the keynote address at the International Conference on Industry 4.0: A global revolution in Business, Technology and Productivity (MYINDUSTRIES 2019) here today.

Dr Mahathir was commenting on polemic responses by certain quarters on the arrests of the 12 individuals after they were suspected of being involved with the terrorist group, LTTE.

After the first seven arrests last week, police detained five more individuals yesterday, including a teacher, on suspicion of being involved in promoting, supporting, possessing materials and channelling funds linked to LTTE.

All 12 have been detained under the Security Offences (Special Measures) Act 2012 (SOSMA).

Asked on PKR President Datuk Seri Anwar Ibrahim's view that the arrests should not have been under SOSMA, Dr Mahathir said: “Well the SOSMA Act is still there so in the absence of other laws that can be applied, they used the SOSMA Act".

Yesterday, Anwar was reported to have said that while he agreed with police detaining the individuals linked to the LTTE, it should not have been made under SOSMA, which he deemed as harsh.

During the weekend, Malaysia’s Special Counter-terrorism Unit arrested 12 suspects, including two lawmakers of the ruling coalition over alleged links to the Liberation Tigers of Tamil Eelam. Subsequent investigations have uncovered a trail of financial transactions among the suspects, allegedly to fund the LTTE related activities, according to the Malaysian Police.


Assemblymen G. Saminathan and P. Gunasekaran who are currently held in detention are members of Democratic Action Party (DAP) which relied primarily on the Chinese and Indian constituency. DAP is a constituent party of ruling Pakatan Harapan coalition led by Prime Minister Mahathir Mohamed. Dr Mahathir heads a splinter group of the UNMO, the main Malay party which dominated Malaysian politics since independence until it was beaten by a motley group of disgruntled ethnic Malay, Chinese and ethnic Indian political parties. However, true to the political convention that Mr Mahathir himself inculcated during his long years as the prime minister during the previous tenure, his Malaysian United Indigenous Party (BERSATU), which represents the ethnic Malay interests kept the lion share of political control.


Last week’s arrests have resurfaced usual racial divisions as the ethnic Indian political leaders of the DAP have alleged foul play and ethnic discrimination. They have pointed out that in contrast to the LTTE suspects who are detained under the Security Offences (Special Measures) Act 2012 (SOSMA), which grants additional powers to the investigating agencies, the Islamic State returnees are tried in the regular courts.


Police have also launched an investigation into the deputy chief minister of Penang, P. Ramasamy, one- time advisor of the LTTE over his alleged links to the LTTE. Prof Ramasamy was previously investigated over his role in the LTTE constitutional affairs committee during the peace process.
Malaysia since the independence adopted a highly regulated form of ethnic relations where there was an unwritten convention that the ethnic Malays, considered as Boomiputra, ruled the roost in politics- while the economically better off Chinese were free to indulge in business.


Irrespective of the lack of democratic niceties that arrangement was at the heart of political stability and ethnic peace that in turn turbocharged Malaysian economy during its high growth decades. However, the defeat of UNMO upset the status quo; Malaysia itself is in a state of flux. Some observers -and conspiracy theorists- have viewed the recent arrests as a ploy to dampen the influence of DAP- Prime Minister Mahathir had denied the claim.


Strange enough, the Sri Lankan authorities are yet to speak out about the disturbing findings in Malaysia. Probably the government might be thinking that it is inopportune to make a definite statement during the height of the election campaign. That is a bad idea, and potentially a dangerous one.
Political calculations that overlooked security imperatives were partly responsible for the making of Islamic extremism and the serial carnage on Easter Sunday. (Also, during the last week, the security forces arrested a former LTTE cadre with a cache of weapons and memorabilia of the LTTE.)


While the enthusiasm among the local Tamils for the revival of the LTTE is minimum, that should not necessarily deter its many sympathizers from giving it a try. They could well succeed in recruiting willing foot soldiers, including many who have sophisticated weapon training.


Such a possibility is obviously not an excuse to erect checkpoints at every nook and corner. Sri Lankan intelligence agencies have capability to monitor the Tamil nationalist activism without being overly intrusive. And follow up actions should be taken based on intelligence findings.


After the failed insurgency in 1971, the JVP was defeated and its leadership was locked up. Yet, 15 years on, it made a brutal come back, terrorizing the nation and decimating another generation of youth.


If history is any guide, it is more likely that Tamil separatism would follow the same pattern. The catalyst is not so much the unaddressed grievances as the liberal literati keep preaching, but the opportunity - the freely available space for mobilization and radicalization.


Why Tamil separatism, which is more of an extension of Tamil exceptionalism of Dravidian cultural, political and civilizational dynamic, took its most virulent form in Sri Lanka – and not in Singapore or Malaysia- was because that free space enabled by Sri Lanka’s free wielding and equally polarized ethnic discord.


To make matters worse, successive governments were reactive- rather than being proactive to these evolving challenges. That absence of initiative and politically calculated vacillation in effect handed over the initiative to destabilizing elements. Partially helped by those factors, terrorist attacks on the Easter Sunday wreaked havoc and undermined the ethnic trust; The government should not let another avoidable tragedy to happen.

India financing Hindu terrorism in other countries?

The LTTE was/is more of a ethno linguistic supremacist group than one based on religion, Infact most of it's leadership and support base were Christians and the Catholic Churches of Madras and Jaffna

But yes RAW was directly involved with it's creation and funding through the years, Till their own PM was blown up for backstabbing Prabhakaran the LTTE leader

Looks like they have been on surveillance.. But something is cooking with the sudden hike in activities of the LTTE remnants abroad and on the island.. Partly maybe because of the presidential elections coming up in SL.. Certain Presidential aspirants may well take advantage of an attack and fear mongering

PETALING JAYA: Bukit Aman will not discount any piece of evidence linking several individuals, including politicians, to the Tamil Tigers following the circulation of related videos and photos on social media, says Deputy Comm Datuk Ayob Khan (pic).

The Counter Terrorism Division (E8) head said the police were aware of photos and videos of Malaysian politicians attending LTTE-linked events making their rounds on social media.“We are monitoring the situation but we can’t jump to conclusion based on photos and videos being circulated.


“We are conducting a thorough investigation and if there is enough evidence, we will make the necessary arrests,” he said.

The E8 is also in close contact with their Sri Lankan counterparts in sharing of intelligence, especially in curbing terrorism threats, DCP Ayob added.


“We are aware of a latest operation in Sri Lanka, which led to the arrest of a prominent LTTE member,” he said.

Sharing of intelligence between security agencies of different countries was vital towards combating the threat of terrorism, he added.Sri Lankan media reported police raided a safe house operated by a prominent LTTE member in Ambalamkulam and recovered a haul of explosives and firearms last Friday

The 36-year-old LTTE member, Joseph Peter Robinson, has not undergone rehabilitation.

He was arrested by the army near the Kiliweddi bridge in the Serunuwara police area with a T-56 assault rifle and handed over to the Kilinochchi police for further investigations on the same day.


In Malaysia, 12 men, including two DAP assemblymen have been detained since Thursday for alleged LTTE links.

Bukit Aman is also tracing the money trail, believed to be used in efforts to revive the terror group.

The LTTE was deemed as a terrorist group given their actions in Sri Lanka as well as the illegal collecting of funds for their movement.

In Malaysia, LTTE was labelled a terrorist organisation under the Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act in February 2014.

This coincides with Sri Lanka, the United States, Canada, India and the European Union, which labelled it a terrorist group
