While agreeing to you on most of the above points, my point was only to sub 125 cc's. There is another safety aspects to it. Scooter industry in India is growing above 10% where as motor cycle is de growing, and the trend is likely to continue as the customers are looking for convenience..... And who uses this scooters, The entire family, and Disc brakes have its safety issues, as the efficiency is much higher than that of a normal drum brake.....With scooters having smaller wheels it is not going to be safe.... Especially when an inexperienced driver uses it..... To reduce the risk, manufacturers reduces the disc size, and by that you reduces the braking efficiency.....
While principally; reducing the size of the discs in disc brakes reduces the braking efficiency, all brakes (including discs) are designed to match engine torque. So that mismatch that you are thinking about, will not be there on a well-designed vehicle. Even the disc size and brake calliper pad sizes have to be matched. This is taken care of by designers.
What is much more worrisome is the driving habits of Indian motorists which are simply awful. No designer can compensate for that; neither can Govt. effective legislate measures to prevent that.
