LTTE was never created by India. They arose directly from the injustices done on the Tamils by the Sinhalese. The TN Government under Dr.MGR only supported them through cash and that too only for a small time as he died some years later.

And yes it is a valid reason when the refugess directly affect the economy and the social conditions in my state.
