I have huge doubts about the authenticity of this "private conversation." It's chock full of paraphrasing instead of direct quotes and grammatical errors in the direct quotation as well.

I don't think PAK-FA will enter service with Russia until 2020. It is at a technology demonstrator stage, not even a real prototype for a series production (like J-20 is).

India will have to wait until after 2020 to get their FGFA. I think 2025-2030 is the most likely.
