The pic is not the tail of a "Long Eagle" UAV. Rather it is the 1st partial glimpse of a UAV-EW（Electronic Warfare）as shown in the following line graph：
With long endurance and range，this new UAV is said to be a cross between the “Long Eagle（ChangYing）”and the “Flying Dragon（XiangLong）”
Next in the pipeline：a long endurance long range anti-stealth Early Warning UAV.
