This is what I am interested in. What did COAS say to Austin? By the way the COAS completely bypassed an elected Government by talking to Austin guy and hence ignored rules and protocols.

My guess is that he likely committed to finding a co-operative path forward that serves the interests on both sides. The old two steps forwards, one step back, then hop to the right routine.

Again, this is not the topic here, but there was a joint investigation, the findings of which were accepted, and that is why co-operation, including re-opening of GLsOC was resumed. The root cause of the incident is not in doubt, which was the initial fire originating from very close to the Pakistani position. You, of course, are free to believe whatever prejudices you may prefer, as removing your ignorance is not for me to do.
