Help them rebuild their irrigation system; canals and small dams. A basket case of a country on Pakistan’s border will not only be a security danger to Pakistan but a potential economic drain on the economy. But a rebuilt Afghanistan can be a growing market for Pakistani goods, and should therefore be stabilized and enabled to grow.
There is also a lot of data and reports generated during the last twenty years of western efforts in Afghanistan that could indicate areas where economic development is possible. Those old reports should be studied, especially the ones from Sigar like these:
