LCA Tejas Mk1 gun firing ground trial

In today's world, does gun really have a role? It would just increase weight of a small fighter.
Guns are an excellent, low cost option in Dogfights. You can have countermeasures or Jammers against Missiles, but you come down to your skills in avoiding a gun. Guns are more significant in Air-to-Ground operations, where it would better to use a gun against defenceless soft and hard skin targets than rockets or missiles.

Are the bullets for ground attack or air attack
Is it a cheap way of bring down drones etc ?
The rounds are usually multipurpose with Air-to-Air and Air-to-Ground capability. Though specialised rounds do exist.
Supersonic aircrafts like Tejas are a bad option for drone hunting,as they fly much faster than drones, which makes an gun attack impossible. Use of Missile would be expensive. Hence, Attack helis or Trainer aircrafts with 12.7mm guns or higher are used. In Kargil war,India used Polish Iskra Trainer aircrafts with 12.7mm guns,as HAL Kirans with 7.62 mm guns would be ineffective.

In battlefield 4, when you strafe infantry on the ground, they usually just get right back up and start running again.

20 mm qualifies for cannon classification and one of these hitting will fcuk up any other planes day. In ww2, they carry more guns but smaller caliber. There are even instances of U.S marines using the machine guns scavenged from a plane as an infantry weapon in the pacific.

You sound like a Vietnam era USAF general. Combat showed them otherwise, the gun is still the most reliable air to air weapon with the highest probability of kill ,so its important to have guns if you run out of missiles, or encountering good countermeasures or the target is too close for a missile(which has happened many times).
