The city has Dubai-like prospects of development,

No it doesn't any more, its over populated, hot and messy with shortage of electricity and water, full with illegal Afghan bastis with no go areas for Police or Rangers. While Rangers/Police can enter ''notorious'' Nine Zero but don't have guts to arrest known smugglers and terrorists hiding in Liyari and countless Afghan basits.
