Have you ever wondered if somebody can scam with fodder? I mean literally, I am not using fodder as a metaphor for anything.
This guy showed that nothing is off limits for Indian corruption with a 1000 crore(200mil $) fodder scam.

In that case I agree with him, he would be more popular here

He didnt. He made publicity. He is the man who ruined/devastated Bihar.
And Nitish - is probably Bihar's knight in shining armor.
