They're not in jail, they were given bail.

Remember that Pakistan made no case against anyone in the Samjauta blasts, it was Indian agencies that did. On Lakhvi's case, it was India & the U.S. that made the case, Pakistani authorities haven't. That should teach you about the seriousness with which Pakistan approaches the issue.
