Too much over reaction here.
All systems including drainage are built for average precipitation plus a safety margin of 1.5 to 2 .
To build a system with major over capacity , for a couple of days of heavy rains is not done anywhere.
Only points to be considered are -
Are the major and minor drains clean ?
Are the surface drain points open and not choked ?
Just evaluate the time taken for the water levels to reduce to acceptable levels.
Ofcourse excess rains do damage roads everywhere , proper gradient has to be given to prevent water accumulation.

I live in KL, a city that receives huge rainfall 24/7/365. And not once have I seen anything as such not only in the city center but far flung areas too. It's safe to say KL beats Paris when it comes to drainage.
