Larsen & Toubro today said it has bagged a contract worth Rs. 1,432 crore from the Defence Ministry for design and construction of seven offshore patrol vessels for the Indian Coast Guard.

Offshore Patrol Vessels (OPVs) under the project are long range surface ships, capable of operation in maritime zones of India, including island territories with helicopter operational capabilities.

Their roles include coastal and offshore patrolling, policing maritime zones of India, control and surveillance, anti-smuggling and anti-piracy with limited wartime roles.

“In keeping with the government’s ‘Make in India’ focus, complete design and engineering of OPVs is planned to be undertaken in-house at L&T’s Warship Design Centre,” Larsen & Toubro (L&T) said in a filing to BSE.

The first OPV under the project is scheduled to be delivered within 36 months from the signing of the contract.

Subsequently, OPVs will be delivered at six month interval, it said.


L&T is already executing Defence Ministry’s contracts for design and construction of 54 fast interceptor boats (IBs) for the Indian Coast Guard. 25 IBs have already been delivered so far. The company is targeting to complete delivery of all boats far ahead of schedule.

Good to hear L&T increasing its order book in defence sector. These kind of projects will also clear some backlog on government owned shipyards and help them concentrate on bigger ship and sub projects.

Either OPVs are raining suddenly or it was long long due that a government approved it. :D

This is India, we both know which one it was......

Now the OPVs should be armed with a CIWS as they would not only face pirates but terrorists also and terrorists in poor areas like Sudan also have access to Igla missiles and other things, so for self defence a CIWS is necessary.

And can someone tell it's displacement?

CIWS is not really necessary (but would be a nice luxury to have to shred up any approaching suspect vessel)- what pirates or smugglers have anti-ship missiles? And Igla missiles are SAMs so even if the Sudanese wrongdoers have such weapons they hardly pose a threat to patrol vessels.

Implementing CIWS system on ICG vessel would be waste of resources.

With about 97m length, 14m beam and maximum speed of 26 knots, the Offshore Patrol Vessel has been designed essentially to perform coastal and offshore patrolling up to 200NM, fisheries protection and monitoring, control and surveillance, anti-smuggling and anti-piracy, search and rescue, ocean surveillance and monitoring. There is provision for helo operations as well.

Why we send our OPVs on Sudanese shores? And Igla is Portable-SAM not AShM.

By reference to Sudanese arms smuggling, I was trying to make a point that eventually our OPVs will patrol the pirate affected zones of Arabian Sea, where not only pirates but terrorists can appear. Yemen is home to Al Quada and Somalia is also well known. I meant that if Sudanese terrorists can have access to SAMs, then why cannot terrorists of our Neighborhood which have good access to weapons try to breech the security once again from sea. I mean getting a recoilless gun or Tow missiles or RPG-29 will not at all be difficult for them. And a CIWS will protect a light frigate sized patrol craft at any cost.

Sir I meant if ragtags of Sudan can have a SAM system then why cannot someprivileged terrorists from middle east or our Neighborhood can get some American Tow missiles or even RPG-29 with them and try to breech our security from sea again.
I am no expert and stand to be corrected.

It is very very unlikely in my opinion that any "ragtag" group (i.e. non-state actors) would posses anything in their arsenal able to pose an existential threat to the ICG vessels like TOWs and such. As for RPGs, the enemy would have to get very close to the vessel to fire such a weapon and that would bring them into the range of the vessel's main weapons who would rip them to shreds.

The ICG vessels are appropriately armed for what they are meant to do mate. If there is a heightened threat assessment the ICG can always call in their big brother (the IN) but this would be an exceptional situation and not at all common.
