All the little Arab sheikhdoms were created by the Brits/French to dilute and divide up the Arab oil wealth. Then they installed tinpot dictators who haven't got the faintest clue about long term planning.

Well this is nothing new,last year KD 200(40,000 RS) to each individual.Actually sheikh jaber who died in 2006,was the best king according to Kuwaitis,and after his death or since the come up of current king,the government is trying their best to bring people toward them and which is happening gradually.The government really takecare of their citizens well.

Their pockets open really wide for funding themselves of the jehadis but very little for the poor needy people. Classic case of unequal wealth distribution. The Kuwaitis are not starving to death and can afford to buy food but many in africa cannot..this money better goes to them!

Any way, before the Oil brought the deluge of dollars to Kuwait, Kuwait was a penal settlement of the Caliphs of Baghdad and the Emirs were Bedouin shepherds.
