many raw officials including sarabjeet and kalboshan were not only spies but involved in terrorism and both have confessed terrorism.I am not even arguing whether he is a spy or not. Fact is, India and pakistan both know the spy game, and the unwritten laws of the game. Usually, spies are tolerated, at most they are arrested and put in jail for 10 - 12 years. By the time of their release, their network, contacts, their all strategic value was gone, and they return as a regular citizen. Many a times, spies are swapped in mutual deals after extracting all information. Contrary to popular belief, Intelligence agencies all around the world value the direct recruits of each other and their sacrifices.
You don't hang spies, denying them consular and legal access. This will be setting a new and dangerous precedent (though pakistan has already done that in sarabjit case, but there at least was a legal course taken).
If ajmal kassab could be hanged than sarabjeet and kalboshan too deserves the death sentence for killing innocent people.

Modi hostile policies are the reason that no deal is possible. Modi took the two nations too far from peace. Foreign relations effected by political mottos are the biggest hurdle in the peace in the region.
