KP to take control of five federal divisions

PESHAWAR, Oct 21: The administrative control of five divisions of the federal ministers will be transferred to Khyber Pakhtunkhwa province by next month, initiating decentralisation process from centre to the federating units as envisaged in the Constitution.

Minister for Information Mian Iftikhar Hussain told a press conference here on Thursday that five divisions of the federal ministries -- local government, special initiatives, population, Usher Zakat and youth affairs -- would be shifted to the province by November’s end.

Following the passage of 18th Amendment, total 21 divisions will be transferred from the centre to the provinces.

The minister said that transferring of those divisions to the provinces was the first step towards provin cial autonomy.

“Provincial autonomy was a dream, but it now became reality,” he said.

He welcomed the Supreme Court judgment regarding the constitutional amendment and termed it a positive step.

He said that supremacy of parliament had been recognised and the verdict also defused tension between executive and judiciary. He said that commentators and experts should highlight positive aspects of the judgment.

Mr Hussain said that provincial government had given approval for the establishment of the Peshawar High Court Bench in Bannu.

The decision was taken in a meeting held here Thursday. Chief Minister Ameer Haider Khan Hoti presided over the meeting.

He said that establishment of the bench was longstanding demand of the people of southern districts.The government approved Rs39.4 fort he purpose, he added.

He said that the meeting also approved handsome package for the teaching staff of Bannu Medical College and set up endowment fund for the institution.

The minister said that Rs40 million had been allocated as seed money while 50 per cent of the proceeds generated from self-finance scheme would also go to the endowment fund.

Under the package, regular faculty members of the clinical sciences will get Rs150,000 each honoraria per month, associate professors will get Rs125,000, assistant professors Rs40,000 and professors and associate professors on contract will get Rs100,000 while assistant professors will receive Rs70,000 honoraria per month.

Demonstrators will get Rs50,000 per month including salaries. The minister said that Pakistan Medical Dental Council would now recognise the institution.

The college was established four years ago but it is yet to be recognised by the PMDC. Students of the college were on strike and Peshawar High Court recently also expressed astonishment over the lingering issue.

Regarding post-floods situation in the province, mr Hussain said that damage need assessment survey had been completed in all 745 affected district councils. He said that 116,135 houses had been completely destroyed while 164,494 partially damaged.

He said that 34,786 Watan Cards had been distributed among the affected families.
