Please keep in mind that all countries are looking to further their own respective national interests, principles be damned. Any holdouts are doing it to build up private negotiating positions, that is all.

The smart countries understand their own strengths and weaknesses. Ukraine can cry till the cows come home about how Russia should not be UNSC member because this is 'against its own security interests' but anyone will tell you the rest of the world will not pay any attention to it. Russia is one of the biggest and most powerful countries in the world.

Same with India. Pakistan's concerns are like Ukraine's concerns in the example above.
