Kerala ranked first in law and order among states

TRIVANDRUM Barely three months after the National Crime Records Bureau (NCRB) ranking Kerala first in criminal activity among Indian states and union territories, India Today, the countrys widely read magazine, has rated the state top in law and order.
The state has also been ranked second among the most improved big states in the country, third in infrastructure development, fourth in agriculture and eighth each in health and industrial investment in the magazines 10th State of the States Report released recently.
Gujarat won the top rank among the most improved big states for the second consecutive time. Keralas position in this category was ninth in 2011. Kerala, which had topped in law and order in 2004, had slipped to fourth place in 2011.
Ironically, the NCRBs annual report for 2011 had ranked Kerala the most criminal state based on crimes registered with the police. The report also placed the states commercial capital of Cochin most criminal among Indian cities.
The state government has been questioning the methodology applied by NCRB to rank the states in the sphere of law and order. The government claimed that crimes are seen high in Kerala because it is the most enlightened state where every crime is recorded.
While Kerala was ranked first in criminality, northern states like Bihar and Uttar Pradesh, which are known as badlands, were ranked at 24th and 30th respectively. Keralas rate of cognizable crime is 515.6 per 100, 000 of population as against an all India average of 192.2. This in UP was merely 97.8 and of Bihar, 130.9. The India Today survey was conducted by dividing the states into two categories-big and small. Kerala with a population of more than 30 million was placed among 20 big states and the ranking decided by comparing its performance with that in the last year.
The survey report said that the overall position of Kerala was much better compared to other big states and it was a model for other states in certain spheres. The report said that the state had made rapid strides in the field of agriculture, which has been remaining stagnant for years, and infrastructure in the last year.
The report is gladdening for the Congress-led United Democratic Front government, which has been trying to develop Kerala as a front ranking state in the country by accelerating growth in the productive sectors of the economy.
The Emerging Kerala investor meet it organised at Cochin in September this year has evoked interest from a large number of investors from within the country and outside.
