It was Musharraf's proposal, the army went alomg only as long as Musgarraf was the boss. Once he was ousted, the army as well as the PPP government (& now the NS government) backtracked leaving the proposal orphaned. They hoped for a better offer from the MMS government. Wouldn't have happened, in any case, 26/11 put an end to such dreams & the present Indian government is probably less inclined to give what was on the table previously.
