What has ppp or mqm done for their own strongholds? Or even areas near their “HQs”?

federal government has moved state bank, karachi stock exchange and many departments from karachi, dry ports have been established in punjab and custom duties are received there which is laughable since it is karachi port which gets the import of punjab not sialkot or lahore
sindh government refuses to devolve the power to the local government and refuses to pay PFC award (provincial finance commission) to karachi and the karachi mayor has ceremonial authority
the supreme court also doesnt play its role to devolve the role of local government to the mayor even though supreme court established a commission to address the issues of karachi
sindh govt has alloted big lands for the DHA city and behria town and all water supply of the city is being diverted to these private schemes. DHA is the real estate business of pakistani army officers
bot behria and DHA encroached the public lands in defense clifton amounting to billions of rupees
just recently the federal govt refused to pay its share for karachi K-3 water project and S-3 sewage water treatment project.
so karachi is being demolished by all the state institutions of pakistan, both at the centre and at the province
