A former official of Pakistan's foreign office with links to the Shia group Tehrik-e-Islami has been detained by security agencies for his alleged connections with militants who carried out a suicide attack on a mosque in Rawalpindi frequented by military personnel.
Raja Ehsan Aziz was picked up after two women members of the group were detained by security agencies, The News daily reported today.

Sarwat Wahid, another member of the group whose son's car was allegedly used by militants who targeted the mosque on December 4, and her son are reportedly missing, it said.

Aziz, a graduate of Columbia University who served in senior positions in the Foreign Office, is a retired professor of the Quaid-e-Azam University. His son is an army officer.

He was picked up from his home in Islamabad yesterday by sleuths of a counter-terrorism unit, his wife Amira Aziz said.

Phool Zeb, Aziz's driver, too was arrested as investigators found a mobile phone SIM allegedly used by terrorists who attacked the mosque in Rawalpindi and Moon Market in Lahore.

Over 100 people, including a serving Major General of the army, were killed in these two attacks.

This is the second time Aziz has been detained by security agencies though his wife denied he had links with any terror groups.

"I'm a sworn enemy of America and can pay any price for it but I strongly oppose terrorism within Pakistan," Amira said.

Sarwat Wahid reportedly fled from Islamabad to Karachi after learning that investigators were looking for her.

Authorities in Karachi have reportedly detained her sister and children to pressure Wahid to surrender to authorities.

One thing is that Tehrik-i-Islamici is not a Shia group. It is a splinter group of Jamaat-i-Islami which basically revolted against Qazi Hussain Ahmed during Pakistani Islamic Front (Zalimo! Qazi aa raha hai) days and ended up forming their own party.

Story is almost true and appeared in page 2 of The News on 16th December. The headline and implications coming out of it are, however, doctored. Raja Ehsan Aziz was a former Foreign Office official but wasn't picked up because of any direct or indirect involvement. He was picked up because police was looking for his youngest son (a student in IIU) because of his friendship with Sarwat's son and when unable to find him, they took the father. The driver that was picked up worked for Tehrik-i-Islami.

Tehrik-e-Jafaria Pakistan (TJP) is a Shia political party, also known as the Tehrik-e-Islami. It was formed in 1979 under the name Tehrik-e-Nafaz-e-Fiqah-e-Jafaria [TNFJ] to introduce Fiqhe Jaffriah [the Shiah legal system] as the personal law for the Shiah of Pakistan so that no other Sunii Fiqha (school of thought) would be imposed on them to follow. The Islamic revolution in Shia Iran around the same time gave an added boost to the organization. The main objective of this party is to create an Islamic rule in the country according to the wishes of all factions of Islamic society of Pakistan.

Founded by Shi'ite leader Allama Mufti Jaffar Hussain, Tehrik-e-Nafaz-e-Fiqah-e-Jafaria later split into two groups. One group, headed by Allama Hamid Ali Moosavi, retained the original name Tehrik-e-Nifaz-e-Fiqh-e-Jafaria. The second was headed by Allama Arif Hussain Hussaini (the banned Tehrik-e-Jafaria Pakistan TJP). Allama Arif Hussain Hussaini was assassinated in 1988 by the regime of Zia ul-Haqe, and then (TJP) was led by Allama Sajid Ali Naqvi.

Tehrik-e-Jafaria Pakistan (TJP) was banned two times by President Pervez Musharraf's government. In January 2002 President Musharraf arrested leaders of banned terrorist groups, but their subsequent release, and the continued operation of these groups under new names did not place effective curbs on the operation of these groups and connected individuals. By early 2003 virtually all the groups supposedly banned by Pakistan as terrorist organisations were allowed to function with impunity under new names. Thus, for example, the Lashkar-e-Toiba (LeT) operated as the 'Pasban-e-Ahle-Hadith'; the Jaish-e-Mohammad (JeM) is 'Al Furqan'; the Markaz-ad-Dawa-wal-Irsahd is 'Jamaat-ad-Dawa'; the Tehrik-e-Jafaria Pakistan (TJP) is the 'Tehrik-e-Islami'.

In November 2003 Pakistan cracked down on four religious groups accused of having links to terrorism. The groups had earlier been banned and reorganized under new names. Lashkar-e Taiba and the Jaish-e Mohammed, had been named as terrorist organizations by the U.S. State Department. Qazi Hussein Ahmed, a senior member of Parliament and the leader of Jamaat-e Islami, Pakistan's oldest religious party, says the banned groups have no ties to militants. He notes that one organization is part of the Muttahida Majlis-e Amal, the major opposition alliance of religious parties, which also includes Mr. Ahmed's group. "As far as Tehrik-e Islami is concerned," said Mr. Ahmed, "it is a part of MMA, and it is a political organization, it is not a militant organization."

It was part of the Muttahida Majlis-e-Amal coalition of Islamist political parties that won 11.3 of the popular vote and 53 out of 272 elected members in the legislative elections held on 20 October 2002. The party has always emphasized on the unity between Muslims. In May 2008 it was reported that Jamaat-e-Islami (JI) Amir Qazi Hussain Ahmed was considering heading the six-party Muttahida Majlis-e-Amal (MMA). Qazi Hussain Ahmed said that he would consider rejoining MMA after consulting with the executive council of his party and some other seniors. Jamiat Ulema-i-Islam-Fazl (JUI-F) chief Fazlur Rehman had tasked Mir and Allama Sajid Naqvi of Tehreek-e-Jafria Pakistan (TJP) with contacting Qazi Hussain Ahmed and bringing him round to rejoining the alliance.

The Shia political party Tehrik-e-Jafaria Pakistan (TJP), also known as the Tehrik-e-Islami, should not be confused with a short-lived outfit named Tehrik-e-Islami that was one of three groups of Pakistani Taliban operating during 2008 in Darra Adamkhel, a semi-tribal area known officially as the Frontier Region of Kohat. The Tehrik-e-Islami and the Islami Taliban became active in the area in mid-2007. The former was founded by a local Afridi tribesman named Muneer Khan, while the Islami Taliban was founded by Momin Afridi. The groups later merged and became part of the TTP. Both leaders were killed in a military operation in the area in 2008.

ISLAMABAD: One of the top security agencies on Wednesday picked up Raja Ehsan Aziz, a member of Tehrik-e-Islami (TI), for his alleged connections with terrorists who had attacked the Parade Lane Mosque in Rawalpindi and Moon Market in Lahore. Tehrik-e-Islami is a splinter group of the JI.

Two female members of the Tehrik have already been taken into custody. Sarwat Wahid, another female member whose son’s car was used in the Parade Lane Mosque attack, is missing. Also her son, Jawad, who was studying in Faisalabad after doing A Level from Beacon House School System, is missing.

Aziz, a graduate of Columbia University who also served on senior positions at the Foreign Office, is a retired professor of International Relations, Quaid-i-Azam University. His elder son is an Army doctor.

Aziz was taken away from his house in G/10-3 on Wednesday evening by sleuths of the Counter-Terrorism Cell, his wife Amira Aziz told The News. Amira, an ex-MNA of Jamaat-e-Islami and now a Shura member of the Tehrik, is a religious scholar and writes columns in an Urdu daily.

Aziz’s driver, Phool Zeb from Nowshera, has already been arrested as investigators found a mobile SIM allegedly used for conversation during the attacks on the Parade Lane Mosque and Moon Market, was issued in his name. Likewise, the car used in the mosque attack belonged to Jawad, the son of a Tehrik-e-Islami woman, Sarwat Wahid, a resident of I-8 Sector, Islamabad. Both of them are missing since then. Likewise, Aziz’ son, Omer, a student of Islamic International University, has not returned home for the last five days.

Aziz has been picked up for the second time, his wife said, denying any links of the family with terrorism incidents. “I’m a sworn enemy of America and can pay any price for it but I strongly oppose terrorism within Pakistan,” Amira Aziz told The News. She said the intelligence operatives had been following the women activists of Tehrik-e-Islami for the last six months and harassed them. She alleged that her husband was beaten black and blue when picked up last time and kept in illegal custody for a night.

Amira said her son, Omer, a heart patient, was very upset when intelligence guys kept his father in their custody for a night. A female member of Tehrik, Najma Sana, who lives in G-9/1, is already in the agency’s custody for the last 10 days. Sarwat Wahid, after being chased by the intelligence agency, left Islamabad for Karachi where she was again pursued by the police. Her sister and children in Karachi have been arrested to press for recovery of Sarwat who has gone underground there. Sarwat’s son, Jawad, is also missing.

Tahira Mumtaz, another female member of the Tehrik, was twice called for investigation over her alleged assistance to Sarwat to flee the capital. Altaf Aziz Khattack, SHO, said he was not aware of any such incident. He asked this correspondent to take up the matter with the R A Bazaar police in whose jurisdiction the mosque was attacked.

When contacted, officials of the concerned police station said that they had not arrested Ehsan Aziz, adding the Army was investigating the attack and the matter may be taken up with them. The DG ISPR could not be contacted.

I'm not surprised to see JI activists being investigated for involvement in TTP terrorist attacks.

It is no secret that the JI leaders have been vocal supporters of the TTP in Swat as well as the terrorist clerics of the Red Mosque, and have continued to oppose the SW operation against Hakeemullah and his TTP thugs.

The party has become a mouthpiece for the TTP criminals and the greater salafi jihad network, and should be kept under strict surveillance.

It would be interesting to see if there are any ex-military officers in this gang as well.

ISLAMABAD: Senator Prof Khurshid Ahmad has expressed serious concern over the practice of security agencies to pick up certain individuals without any respect for due process of law.

He has also filed an adjournment motion with the secretary Senate to raise the issue of disappearance of professor retired Raja Ehsan Aziz in the upper House. Prof Khurshid termed this incident sheer violation of human rights and explicit instructions of the apex court.

He said that not only the Constitution guarantees safeguard against arbitrary detention but also the Supreme Court has issued clear directions in this respect. He demanded that either all the missing individuals, including Raja Ehsan, should be released immediately or they should be produced before competent court of law as per procedure.
