It was in an interview with previous Air cheif, when Bravo order was originally placed.

B variants already have some of the things from block 3, including the 3 Axis FBW. Other than that they haven’t been upgraded yet, many of the plans laid out by the air chiefs back then are way behind schedule. Partially due to the PAFs own mistakes and partially due to the economic crunch.
