The problem is Turkey will build two plants one is Franco-Japanese cooperation and the other is Russian, Turkey is also a earthquake country and Japanese are know for relatively earthquake proof infrastructure while Russians dont have any experience in this field, sure they also have to build a earthquake proof plant as the laws require but i think choosing Russian technology for Turkey might be not so good idea, i dont know.
At the construction of Marmaray (also Turco-Japanese coop) they found out that Istanbul was hit by a Tsunami in ancient times, and its reported that in 1506 earthquake a 6m tsunami hit Istanbul, but no one in recent history, the most fault lines are on land except of Marmara and Aegean Sea. A big Earthquake and a possible tsunami are forecasted for Istanbul in next 30 years.
Ancient Byzantine Ships excavated at Marmaray project, archealogists say the ships seem to be sunk imadiately in their anchorage, probably caused by a Tsunami.
