The responsibilities of a nation last BEYOND those of an individual.
CRIMES of a Nation does NOT go away with the passing of the nation's leader or the generation that committed those crimes.
A nation's guilt and debt is to be honored by its successor representation and it goes beyond an individual's lifetime.
UNTIL Japan apologize SINCERELY and victim nations accept their apologies, NOTHING CHANGES, NOTHING MOVES ON.

To DISAVOW responsibility for JAPAN crimes against humanity is EASY.
FORFIET their INHERITANCE.
This is similar to an individual who inherits from their parents have to honor their debt as well.

Do NOT inherit the country that is Japan and one don't have to carry the burden of Japan's crimes anymore.
ONLY those who inherit the nation, its land, its riches and its benefits need be responsible for the previous generation crimes.

That is, those Japanese who are no longer citizens and do NOT benefit from it do NOT have to bear the guilt of the previous generations.

To give a clearer though unrealistic example, let Korea or China inherit Japan, all criminal debt will be cleared.

That’s not the reason. Japan had been poorer than China for most of history. Lots of Vietnamese migrated to Cambodia. A very poor country.


Japan just adopts a new open door policy recently. Migrants need to be proficient in the language, skillfull, young and educated.Vietnam is relatively poor but has lots of people. So going to Japan is a good option.
I believe Japan is open to all migrants of all nationalities. Pakistani are welcome. Japan wants more people.

Germany is another example. Some 170,000 Vietnamese live here.
