What isn't a multipurpose frigate? I would say a submarine is also a multipurpose frigate. It has one unique purpose, which is to sail under water. It fires with missiles and torpedoes. So do other frigates.

China is building it's third aircraft carrier right now, with Emals and recently there have been some rumors from credible sources that it might even be nuclear powered and that a fourth carrier is also already under construction in Dalian. So honestly what Japan does with their helicopter boat doesn't seem very interesting to me, they can even call it a multi-purpose floating bycicle if they wish to do so who cares.
