Cambodian PM to attend Mekong-Japan Summit in Tokyo

Cambodian Prime Minister Hun Sen will lead a high delegation to attend the 7th Mekong-Japan Summit, to be held from July 2 to 6 in Tokyo, Japan, said a press statement from the Ministry of Foreign Affairs on Saturday.
The Mekong-Japan Summit will be held between Japanese Prime Minister Shinzo Abe and leaders from five Mekong River countries, including Cambodia, Laos, Vietnam, Myanmar and Thailand.

According to the statement, Hun Sen will deliver a speech at the summit, which will adopt the "New Tokyo Strategy 2015 for Mekong-Japan Cooperation" in the next three years from 2016 to 2018, the statement said.

"On the sidelines of the summit, Hun Sen will hold a bilateral meeting with Shinzo Abe," it said.

During the summit, Hun Sen, together with other Mekong country leaders, will attend a function at the Imperial Palace and have meetings with Tadamori Oshima, Speaker of the Japanese House of Representatives, and Yamazaki Masaaki, Speaker of the Japanese House of Councilors.

I like this Hun Sen. He seems like he's an adaptive fellow. He is malleable. :)

Japan Pledges over $8.2 Billion in Aid for Mekong Region Nations

TOKYO — Japan pledged today (July 4) to give fresh aid worth US$6.1 billion (S$8.2 billion) in official development assistance to five Southeast Asian countries along the Mekong River over the next three years to boost the region’s infrastructure development and stability.

The aid was unveiled during a summit in Tokyo between leaders of Japan and the Mekong nations — Cambodia, Laos, Myanmar, Thailand and Vietnam — where they adopted a 2016-2018 strategy to spur quality growth and enhance connectivity in the fast-growing region, in a bid to counter China’s growing political and economic clout there.

In a veiled criticism of Beijing’s recent rapid and large-scale reclamation work in the South China Sea, Japanese Prime Minister Shinzo Abe and the five Mekong nations’ leaders “noted concerns expressed over the recent development in the South China Sea,” according to a document on their new cooperation strategy.

Alluding to Beijing’s attempts to change the status quo by force, the leaders said the recent development in that area “will further complicate the situation and erode trust and confidence and may undermine regional peace, security and stability.” The document stopped short of singling out China.

Japan hopes to distinguish its aid packages on infrastructure development in the resource-rich Mekong region from that of China by promoting advanced Japanese technology, and sharing environment-friendly know-how and capacity-building, Japanese officials said.

Japan’s engagement in the Mekong region — a potential destination for infrastructure exports — is also aimed at helping narrow the development disparities in the broader regional grouping known as the Association of the Southeast Asian Nations, which the five Mekong states are part of, and supporting efforts for ASEAN to be more integrated economically, the officials said.

In their summit in April 2012, Japan pledged to provide $7.4 billion yen in ODA to the five Mekong countries over the following three years to boost the region’s development.

Under the New Tokyo Strategy 2015 for Mekong-Japan Cooperation, Mr Abe and the Mekong leaders agreed that the region has potential to be a “global growth center” given the region’s growing economies in recent years and strategic location next to major Asian markets such as China and India.

“The Mekong region, which has vast infrastructure demands, is one of the priority areas,” Mr Abe said at a joint press conference with Cambodian Prime Minister Hun Sen, Lao Prime Minister Thongsing Thammavong, Myanmar President Thein Sein, Thai Prime Minister Prayut Chan-o-cha and Vietnamese Prime Minister Nguyen Tan Dung.

“Japan will contribute to peace and stability in the Mekong region and walk side by side with Mekong countries to achieve together high-quality growth,” Mr Abe said after the Mekong-Japan summit, the seventh of its kind since it was first held in 2009.

I'm glad to see that Vietnam is also working closely with our friends in Thailand , Cambodia, Laos and Myanmar. The 'Mekong 5' looks like it will even be greater integrated community. With the start of construction of the Dawei Project, Myanmar will be connected to Thailand, and to the Southern Corridor to Cambodia and the eastern Corridor to Viet Nam.

PS. Any news on the Ho La High Tech Park between Japan and Viet Nam? :)

When you got Vietnam you will get another 4. Look for CLMV. The Vietnam haters can underestimate us all they want but they cant change the facts Vietnam has certain influence in Mekong region. Japan plus Vietnam is win win. Look for the bold part. Why do they want to send their student to Vietnam for learning. Education in Vietnam is not that good, they can send to China and Thailand, the answer is to have better ties with Vietnam or pro Vietnam.

PM proposes solutions for boosting CLMV collaboration
Prime Minister Nguyen Tan Dung proposed a number of measures to bolster cooperation between Cambodia, Laos, Myanmar and Vietnam (CLMV) while attending the seventh CLMV Summit in Nay Pyi Taw, Myanmar on June
Firstly, the foursome should enhance connections in policies and infrastructure to facilitate cross-border transport and trade activities, he said.

He called on the parties involved to implement the agreement facilitating travel and goods transport among Greater Mekong Sub-region (GMS) countries as well as relevant bilateral and multilateral agreements.

The quartet need to speed up the implementation of the one-stop-shop (OSS) and ASEAN customs transit models while expanding OSS inspections at international border gates in the region.

The four nations should double their efforts to improve business and investment environment and strictly follow bilateral and multilateral agreements and commitments on smoothing trade and investment activities.

Secondly, he suggested enhancing the quality of human resources to serve industrialisation and integration while proactively promoting connections in training programmes with international organisations and development partners to ensure a relevant workforce for businesses and industrial parks as well as guarantee the rights of employees.

Thirdly, the four countries should increase communication campaigns about the potential and competitive advantages of CLMV along with new business opportunities from innovation programmes, the PM said.

He iterated the Vietnamese Government’s commitments to CLMV cooperation and hoped the quartet would continue work together to more effectively implement cooperation programmes for sustainable development in each country, as well as for peace, stability and prosperity in the region.

Over the past 10 years, CLMV cooperation has reaped significant achievements in economics, trade, tourism, customs, transport connection and economic corridors, he said.

He added that the formation of the ASEAN Economic Community at the end of this year will offer both opportunities and challenges for the member states.

Cambodia , Laos and Myanmar proposed Vietnam continue its annual scholarship programmes for their students.

Leaders agreed to maximise the potential of the East-West economic corridor and the southern economic corridor; build policies to encourage investment in agriculture, industry and energy; and establish the CLMV sub-region to become one of the global leading tourism destinations.

They adopted the joint statement of the summit and agreed to organise the eighth CLMV Summit in Vietnam in 2016.

PM Nguyen Tan Dung said Vietnam is honoured to undertake the role as a coordinator of the CLMV cooperation next year, saying this is an important time for the four countries to grasp new development opportunities and narrow development gaps among ASEAN member states.

Stakeholders will more effectively implement cooperation programmes to enhance competitiveness and embrace CLMV economic links and Vietnam will do its utmost to carry out this responsibility, the PM stressed.

He took the occasion to inform the summit that Vietnam will coordinate with the World Economic Forum (WEF) to organise a high-level business dialogue on the Mekong sub-region on the margins of the eighth CLMV Summit.

Positioned to connect Southeast Asia with major markets such as China, India and Japan and with a golden age labour force and rich natural resources, CLMV countries hold huge potential to integrate deeply into the region and serve as momentum for ASEAN growth.
