Japan plans to ease sanctions on North Korea after talks

Tokyo (CNN) -- Japan said Thursday it plans to lift some sanctions on North Korea after the two countries held talks about Japanese citizens abducted by the North Korean regime decades ago.

Japanese Prime Minister Shinzo Abe said that after the negotiations between diplomats from the two sides this week, North Korea has agreed to set up an investigation into the abduction cases.

"Based on the principle to reward an action with an action, I would like to lift a part of sanctions that Japan has taken," he told reporters. Abe added that such a move would be "only a start," and that he would aim for a "complete resolution" of the issue.

According to the Japanese government, North Korean operatives kidnapped at least 17 Japanese citizens in the late 1970s and early 1980s, possibly dozens more.

In 2002, North Korea admitted to the kidnappings for the first time but allowed only five abduction victims to return home to Japan. Information on the remaining 12 was sketchy at best.

Some were kidnapped alone, while walking to and from school. Others were taken in pairs while out on dates, including a couple snatched from the beach after walking to see the sunset.

Japan is expected to lift some of its unilateral sanctions on North Korea, but to keep to multilateral ones in line with U.N. resolutions.

Japan's unilateral sanctions include entry restrictions on North Korean citizens, limits on North Korean ships in Japanese ports and a requirement that money sent to North Korea be reported.

The easing of the sanctions will coincide with North Korea's establishment of an investigation committee into the abductions, which is likely to happen Friday, said Japanese Chief Cabinet Secretary Yoshihide Suga.

Abe is expected to meet with his National Security Council on Thursday to decide which sanctions to lift.

The families of the kidnapped Japanese citizens, meanwhile, are waiting to see whether the diplomatic maneuvers will bring them any answers about what happened to their missing relatives.

Interestingly enough, this will come to pass. We have over 550,000 Korean Japanese who have ancestral links to North Korea. This will provide a prerogative to build closer, more compatible ties between North Korea and Japan. Notwithstanding, lifting our sanctions will bring much needed capital for North Korea.

Don't be silly, Japan has a very close relationship with EU, Russia and South Korea as well. EU and Japan are on the verge of finalizing our FTA. :)

Kim jong UN will not learn gaddafi.
Contact with north Korea, Japan, can alleviate the situation in northeast Asia, to provide products to north Korea, lift sanctions. North Korea can't just rely on China to feed it. Japan should also be out of money and materials.

Sure, i'm just saying it. u forget the sweet heart USA, could u plz share ur views about the TPP? my Japanese friend said it is good for japan's industry, but would be a disaster for agriculture sector?

Absolutely. Before the imposition of the 2003 sanctions on North Korea; the bilateral trade between Tokyo and Pyongyang was at $30 Billion. By 2010 it was practically non-existent.

You see, dear friends, Japanese are reaching out towards North Korea, to eventually initiate trade agreements again; after sanctions are removed. This will create a more stable North Korea; and will allow North Korea, China, Japan and South Korea to get back to the negotiating table.

We have to look at things at a pragmatic, yet optimistic approach. And not through splitting fields of vision.

They have the right to express their concern. And it should be impressed on both Korean and Chinese side, that Japanese military re-orientation should be seen as a force for stability and peace. Not as 危险 or 威胁.

Yes, because in regards to the latter; it would flood the Japanese market with foreign agricultural goods. The concern that lawmakers have is the protection of domestic agriculture market; which would be threatened. So that is a minor issue...that should be ironed out.

I think the FTA can be a good alternative for Japan since it allows Japan to have a greater role compare with TPP does, and the economic integration within east Asia is much easier than TPP. However, the negotiation been screwed up at the final stage, then the whole Abenomics stuff appeared which indeed stabilized the inflation and helped the exports, but we both know it is not a long term solution.

Not only that; but the trade balance with EU is far more attractive for Japan than the TPP. In fact, TPP would lead to a trade imbalance against Japanese favor. Hence our hesitancy to sign it ; of course against the wishes of very small powers , albeit very vocal, such as New Zealand. :lol:

Good move by japan , but n koreans have shown over time that they will abuse japan anytime the can
