Japan is setting up its first fully-fledged post-war foreign spy service, modelled on the CIA and Britain’s MI6, according to a classified US cable obtained by WikiLeaks, a report said on Monday.

The new intelligence service aims to spy on China and North Korea and to gather information to prevent terrorist attacks, said Australia’s Sydney Morning Herald, citing a US cable WikiLeaks exclusively provided to the daily.

The espionage unit is being created under Japan’s top intelligence agency, the Cabinet Intelligence and Research Office (Naicho), which reports to the prime minister, the Herald said.

Then-Naicho director Hideshi Mitani revealed in 2008 that a “human intelligence collection capability” was a priority, in talks with then head of the US State Department’s bureau of intelligence and research, Randall Fort.

Two former Japanese PMs of the conservative Liberal Democratic Party, Yasuo Fukuda and Taro Aso, had kicked off the project, according to a secret cable to Washington from the US embassy in Tokyo.

“The decision has been made to go very slowly with this process as the Japanese realise that they lack knowledge, experience, and assets/officers," the US embassy cable said, according to the Herald.

“A training process for new personnel will be started soon."

Japanese officials had told Fort that Japan’s most pressing intelligence priorities were “China and North Korea, as well as on collecting intelligence information to prevent terrorist attacks".

Fort had urged Japanese officials to tap “underutilised assets” in the worldwide network of Japanese businesses and trading companies.

An expert on intelligence issues in Japan said Japan does not yet have an operational “human intelligence branch”. Japan does not seek to recruit foreign nationals as agents or informants, the expert said, instead relying on Japanese businessmen and journalists abroad to gather intelligence, paying them out of “secret funds”.

Japan needs to build a lot more than just a spy agency... japan needs to have a couple of thousands of nukes pre- packaged and ready to assemble within minutes just in case some of the chinese internet warrior members on PDF become leaders.

realistically and most japanese have to come to term with the notion that Japan economical future will be tied with China. It's a 2 way streak though, it will also be in china's interest to see a prosperous and democratic japan. Chinese that are hoping for Japan to economy to falter and having an orgasm to the notion that Japan will one day "fall in line" to what beijing dictate will be in a brutal reality...You do not want a ultra nationalistic poor japan.

i totally agree with u r analysis. while japanese need to have a balance and pragmatic relation with china, it should also invest more in defence technologies. The level of economic and military cooperation between india and japan needs to steadily increase in keeping with mutual interests. That way japaneese dependence of china can be reduced to some extent.

Very likely that Japan already has plans for this operational. Consider that Japan has a stockpile of many tons of plutonium that is enough to produce many THOUSANDS of nuclear bombs. It is the only country operating a closed nuclear fuel cycle which produces prodigious amounts of weapons grade plutonium, so this plutonium stockpile is ever growing. Last I checked, this was 43 tons in 2005 and around ~80 metric tonnes of plutonium by 2010. Enough to make well over 10000 nuclear bombs, that's AT LEAST 10 THOUSAND. I'd say Japan is pretty safe if an emergency ever occurs.

aren't the Japanese also having some military exercises with India? and in general is moving to make India the no1 trading partner within 5 years... maybe India can also benefit from shared intelligence.

having a stockpile doesnt necessarily mean that nuclear weapons can be made at short notice. u need to work on designs, fabrication, testing etc. surely these things dont happen in short duration. also u need to mate nuclear weapon with credible delievery system, like aircraft or missile.

Of course, but my message was a speculation that something like this is already "SECRETLY" operational. Why else would Japan operate an expensive closed Uranium cycle which transmutes fuel into excessive amounts of plutonium when every other country on Earth simply buries their nuclear waste in the ground because it's so much cheaper? There is ONLY 1 reason. It's to create a plutonium stockpile for potential use as weapons grade fuel.

Designing and producing nuclear weapons isn't the problem. The problem has always been extracting enough weapons grade plutonium to trigger a sustained reaction. That's why you always hear about IAEA inspections looking for centrifuges since plutonium extraction is the lynchpin and hardest part of any nuclear bomb. I'm pretty sure Japan already has at least a few dozen nukes sitting in some hardened bunkers somewhere. It's not like Japan doesn't have the technical capability to do it themselves. Afterall, nuclear bomb blueprints can be found on the Internet.

Consider the Americans actually gave the British their W-88 nuclear warhead blueprints, for British reference, as well as the Trident ICBM delivery system for the British nuke subs. If the American government is this stupid, I wouldn't put it past them to give Japan watered down versions of nuke warheads if their power vis-a-vis China became more junior than senior. This is why I always refer to the world order, as the "Anglo-American world order" since it is actually a duopoly of power, with Britain being the junior partner to the USA. Make no mistake though, they work in tandem together to reap colonial style benefits using foreign subversion, mass media propaganda and power politics along with financial tools and global organizations like the WTO, IMF and World Bank at its core with military power as their backup.

Japan is a major force in asia, they have largest Navy , a sophisticated Air Force and Army bigger than that of Great Britan. The only difference between Chinese/Indians vs Japanese is that Japanese have gotten their straight way too many times in past 150 years.
