AHORE – Vice President PML-N Punjab and former Deputy Speaker of the National Assembly Ch Muhammad Jaffar Iqbal on Friday said that he could seek referendum on introducing the presidential system in the country.
He said that he and his team was fast completing a draft of the presidential system in Pakistan and soon a referendum may be sought, Jaffar Iqbal told this scribe.
Ch Jaffar said that after completing work on how the current parliamentary system could be replaced with a presidential one, the draft of the same would be presented to the Central Working Committee of the Party and with its consent a countrywide referendum would be sought. He said that the constitution provided for holding a referendum on any issue of national importance and in his view, replacing the existing system with presidential stands as a merit for this exercise.
Counting the loopholes in the current parliamentary form of system, on which the constitution of 1973 is based, he said this system has altogether failed to serve the people instead it helped raise a class which wielded not only powers to administer affairs in every sector of the state but also all national resources remained at its disposal.
Jaffar said that this system had established a monopoly of a small class leaving out the rest to have no say in the system wherein they were helpless in conveying their voices to the people in-charge of affairs.
He said that the current system made the legislators indifferent to the house affairs and the situation today had reached the point where even quorum in the house remains incomplete and present ones do nothing but fight and cry.
He said that the presidential system will attract representation from every segment of society and the elected ones would be capable enough to take interest in the welfare of the people and to safeguard interest of the country instead of watching their personal interests.
The Presidential system will also benefit the nation by lowering the expenditure on governance and four years tenure of the president who will be directly elected through the public vote, will not only command approval of the voters, but the president will himself act as a check on the corruption which is rampant today.
Jaffar said that his team was busy finding out enforcement of the presidential system either through amending the present constitution or by framing a new one.
He added that no constituent assembly is required for approving the constitution as the present one was also not Okayed by a constituent assembly instead it was acknowledged by the one which was elected in the 1970 elections.

goood movie..parlimentry system is rotten and dysfunctional

Doesn't matter what system's in place as long as GHQ's calling the shots.
On a lighter note: Imagine Mian Sahab and Imran or Asif Zardari and Shahbaz Sharif in a presidential debate. :D
