ITBP affected as ordnance factories delayed arms supplies: CAG | Zee News


New Delhi: Performance of ITBP guarding the sensitive Sino-India border has been "adversely affected" as ordnance factories did not supply necessary arms and ammunition to the force for upto to six years after taking advance payments, the CAG on Friday said.


In its latest report tabled today in Parliament, the CAG said advance funds of Rs 15.58 crore of Indo-Tibetan Border Police (ITBP) were blocked from period ranging one year to six years because of non-supply of arms and ammunition.

The CAG said the supplies should have been made within nine months of taking advance.

The auditing body has recommended that the Home Ministry should look into the issue of advance payment to the ordnance factories and take effective steps to remove the "inefficiencies in the system", by making the factories "more accountable and ensuring timely supply of urgently needed arms and ammunitions" to ITBP.

"The Ministry of Home Affairs...Had no practice of quoting time schedule for supply of arms and ammunition at the time of issue of sanction order and making advance payments against sanctioned amounts to ordnance factories," it said.

The report said as per the proforma invoice of the ordnance factories, the supplies were to be made within period ranging between one and nine months from the date of receipt of advance payment.

"Scrutiny of records (August 2009 and May 2013) of the office of a support Battalion, Indo-Tibetan Border Police Force, Karera, Shivpuri, M.P revealed that the payment of Rs 15.58 crore being 60 per cent of the total cost was made as advances during 2007-08 to 2012-13 to different ordnance factories for supply of emergent requirement of arms and ammunitions," it said.

The CAG pointed out that the supply of the ordered arms and ammunitions was not made (November 2014) by different ordnance factories.

"ITBP stated that to ensure early supply, monthly correspondence, telephonic messages and fax messages were made and even special messengers deputed. It was also stated that due to non-supply of demanded arms and ammunitions, the performance of the forces were adversely affected," it said.

CAG said the Ministry also accepted in June, 2014 the pendency of arms and ammunitions and said Ordnance Factory Board could not make supplies of items due to circumstances beyond their control.

It further stated that OFB made arrangement to supply these pending items during 2014-15.

The police on Monday found a parcel, meant for a defence unit in Tiruchi, near a railway track between railway station and railway gate in Kulithalai.

Acting on information provided by local people who noticed the parcel on Sunday, the police rushed to the area and inspected the spot, where a few units of the parcel were found strewn in a plantain grove near the railway track. Electrical optical devices, lens, batteries and user manual were among those found.

The parcel was said to have contained 14 units. Though the police recovered most of the units, a few units were reportedly missing from the spot, sources said.

The police conducted enquiries with the local people and those who provided information to the police. The Railway Police and the Railway Protection Force (RPF) visited the spot and conducted enquiry.

Joshi Nirmal Kumar, Superintendent of Police, Karur, who inspected the spot, told The Hindu that as per the preliminary inputs, the parcel was believed to be meant for Ordnance Factory in Tiruchi. It was sent from an Opto Electronics Factory in Dehradun. Further enquiry was on to ascertain how the parcel was misplaced. More information would be known once the officials of Ordnance Factory in Tiruchi inspected the items.

The victims were shifting explosives when the blast occurred.
Two persons were killed after a blast ripped through the Ammunition Factory in Khadki on Thursday morning.

The cause of the explosion, which occurred in the F2 section of the factory between 9.15 and 9.30 a.m., is being ascertained, said officials.

The deceased, identified as Ashok Dubal (52) and Maria Rok (48) were both long-time workers in the factory. Both are believed to be residents of the city’s Rangehills area, sited near the Ordnance Factory.

An official release issued by the Defence PRO said the incident happened at the time of shifting the explosives.

"It was routine work which was being carried out. Two workers sustained burn injuries as a result of the explosion and died. Military explosives experts are on the site and an investigation is on. There is no damage to the buildings and the situation is under control," said the release.

Officials at the Ordnance Factory said that a team would probe whether the blast was a result of human error or technical malfunction. The inquiry would also establish whether standard operating procedures (SOPs) were followed by the deceased, said authorities.

Activities organised by MHA on 3rd International Day of Yoga

The Ministry of Home Affairs (MHA) organised various activities across the country on the occasion of International Day of Yoga today. About 2000 CAPFs personnel have participated in the mass Yoga demonstration today at Lucknow, Uttar Pradesh. The officials of MHA participated in the mass Yoga demonstration at various locations in Delhi.

The Indo-Tibetan Border Police (ITBP) troops also participated in various Yoga sessions organized at various locations in the country today. Border Out Posts (BOPs) of the Force across the Himalayan border also observed the day with active participation in yoga sessions at high altitudes including BOPs of Ladakh, where temperature remained -25 degree Celsius at some places. ITBP jawans took part in yogabhyas organized at different locations in Jammu and Kashmir, Himachal Pradesh, Uttarakhand, Sikkim and Arunachal Pradesh. Approx. 25000 ITBP jawans participated in the event across the country. Foreign deployments of the Force in Afghanistan and DR Congo also observed the day. ITBP jawans deployed in anti naxal operations in Chhattisgarh also participated in the Yoga Day. Shri Krishna Chaudhary, DG ITBP participated in the Yogabhyas in a programme organized at ITBP campus at Tigri, New Delhi.

Union Home Secretary Shri Rajiv Mehrishi flags-in ITBP’s Mount Dhaulagiri-1 Expedition

Union Home Secretary Shri Rajiv Mehrishi and Director General of Indo-Tibetan Border Police (ITBP) Shri Krishna Chaudhary flagged-in the first Mount Dhaulagiri-1 (8167 Mtr) International Mountaineering Expedition-2017 of ITBP at the Force HQ here today. Appreciating the contribution and achievements of ITBP in mountaineering, Shri Mehrishi conveyed his congratulations to the Leader and team members of the Expedition.

Shri Mehrishi said that the ITBP is a unique mountain trained Force and the working conditions in the Himalayas test mountaineering skills of the Force personnel. He hoped that the Force will continue to excel in mountaineering and contribute to bring more laurels for the country in future as well. Describing about the successful expedition, Shri Krishna Chaudhary, DG, ITBP said that six ITBP Mountaineers were able to successfully summit Dhaulagiri-1 which has been the first such mission by the Force on the peak. The team negotiated different challenges and did typical technical climbing at stretches. Shri Arjun Singh, Commandant led the 25-member expedition team.

Mt. Dhaulagiri-1 is the 7th highest peak of the world situated in Nepal. Five members of the Force - Shri Rattan Singh Sonal, 2I/C, HC/GD Pradeep Kumar, Ct/GD Nurbo Wangdus, Ct/GD Sanjay Kumar, Ct/GD Pradeep Panwar reached the top of the mountain on May 19, 2017 and one member, HC/GD Krishan Prasad, scaled the peak the next day. Three high altitude Sherpas also successfully climbed the peak with the team.

The Expedition was flagged off by Shri Mehrishi and Shri Chaudhary at Force HQ on March 10, 2017. ITBP has the unique record of conducting 207 successful mountaineering expeditions.



On the occasion, Shri Mehrishi released the new and modified version of ITBP Force Song. Bollywood singer Sonu Nigam has lent his voice free of cost to the song.

Sixteen ITBP officials have been awarded the President’s police medals for distinguished and meritorious service on the eve of Independence Day.

The awardees of the distinguished service medal include Deputy Inspector Generals (DIGs) Jaspal Singh and A K Negi and Inspector Om Prakash.


Thirteen others, including Commandant G C Purohit, have been awarded the President’s police medals for meritorious service.

The 90,000-personnel strong Indo-Tibetan Border Police (ITBP) is tasked with guarding the 3,488-km Sino-India frontier apart from rendering a variety of duties in the internal security domain of the country.

Hope Doklam standoff between India and China to be resolved soon: Shri Rajnath Singh

Our Security Forces capable of safeguarding our borders; India has no expansionist designs: Union Home Minister

The Union Home Minister Shri Rajnath Singh today hoped the Doklam standoff between India and China will be resolved soon. Asserting that our Security Forces are capable of safeguarding our borders, Shri Rajnath Singh said that India has neither expansionist designs nor attacked any country. We don’t want confrontation; we want peace, he added.

Addressing a grand Pipping Ceremony of the ITBP here today, the Union Home Minister said we want friendly relations with all neigbhours. He said it was with this intention, the Prime Minister Shri Narendra Modi had invited leaders of all neighbouring countries for the swearing in ceremony of his Government. Quoting former Prime Minister Shri Atal Bihari Vajpayee, Shri Rajnath Singh said that we can change friends, but not neighbours.

Pointing out that there has been a long delay in granting promotions in the ITBP which was pending since 2011, Shri Rajnath Singh said the disciplined ITBP personnel have borne the delay with perseverance. He assured that the MHA will improve their career prospects, besides resolving Housing and Welfare issues of the CAPFs.

Speaking on the occasion, MoS (Home) Shri Kiren Rijiju said today’s ceremony will serve as a morale booster to the ITBP personnel. He said the gap between policy makers and those implementing it on the ground has been bridged in the MHA.

Addressing the gathering, DG, ITBP, Shri RK Pachnanda said the mass promotions today to 1,654 ITBP personnel, pending for more than six years, have been enabled by the persistent efforts of the MHA.

Director, Intelligence Bureau, Shri Rajiv Jain and DGs of CAPFs were present during the ceremony.

Union Home Minister exhorts IAS probationers to help realise PM’s dream of New India

The Union Home Minister Shri Rajnath Singh has exhorted young IAS probationers to help realise the Prime Minister’s dream of a New India. Addressing the Officers Trainees of 92nd Foundation Course at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie in Uttarakhand today, Shri Rajnath Singh said, “You need to work hard to help the people. You have to create a sense of confidence among the people with your hard work.”

Noting that God has given them an opportunity to serve humanity and common citizens of the country, the Union Home Minister said the Officers should empathise with the citizens who come out with their problems. “You should not try to postpone the resolution of their problems,” he said, adding, “Your approach should never be individual centric. Always be system centric.”

Cautioning the young IAS Officers against harbouring egos, Shri Rajnath Singh said, “Ego is like a decimal point which if added before a number reduces the value of that number.” He also inspired them to remain committed to high moral values and become role models. “You will become role model for others only when you adhere to high moral values. You should always be cautious in public life,” he said, wishing the probationers a bright future and successful career.

The Union Home Minister will visit the Mana Border Out Post (BOP) of Indo-Tibetan Border Police (ITBP) later today. During his four-day visit, Shri Rajnath Singh will also visit the Lapthal and Rimkhim Border BOPs of ITBP and witness Rock Climbing and Commando Storming Operations at ITBP’s Mountaineering and Skiing Institute, Auli. He will also inaugurate the Civic Action Programme and Blood Donation Camp at Joshimath.

Yesterday, Shri Rajnath Singh was received by Chief Minister of Uttarakhand, Shri Trivendra Singh Rawat as he arrived in Dehra Dun on a four-day visit to the state. The two leaders later held talks on various issues.

Union Home Minister greets jawans on the occasion of Dussehra festival

The Union Home Minister Shri Rajnath Singh is on a four-day visit to the state of Uttarakhand. On the third day of his visit today, Shri Rajnath Singh visited the Lapthal and Rimkhim Border out Posts (BOPs) of Indo-Tibetan Border Police (ITBP).

The Union Home Minster interacted with the jawans and greeted them on the occasion of Dussehra festival. He inaugurated the Civic Action Programme and Blood Donation Camp at Joshimath and addressed at the free medical camp organized by ITBP. He had visited the BoP Mana of ITBP yesterday.

He will conclude his visit to the state tomorrow.

Union Home Minister concludes four-day visit to Uttarakhand

The Union Home Minister Shri Rajnath Singh concluded his four-day visit to the state of Uttarakhand today. Shri Rajnath Singh visited ITBP camp at Gauchar and also participated in ‘Swachhata Hi Seva’ campaign. Earlier during the day, he also visited Kedarnath temple.

During his four-day visit, Shri Rajnath Singh visited Lapthal and Rimkhim Border out Posts (BOPs) of Indo-Tibetan Border Police (ITBP) and inaugurated the Civic Action Programme and Blood Donation Camp at Joshimath. He also addressed Officers Trainees of 92nd Foundation Course at Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie in Uttarakhand.
