sorry don't know about it. but heard many times.

Derived from references to small countries in S.America & island around (Honduras Jamaica) etc which were notoriously unstable both politically & financially. They usually grew a single crop (bananas) & depended on it. Now more widely used as a term for countries where everyone can be bought off & which is tethering close to bankruptcy.

New Delhi: The stand-off between India and Italy is fast snowballing into a diplomatic crisis. Two days after Italy refused to send its marines back to stand trial in Indian fishermen murder case, India is taking steps to regain lost ground. Sources have told CNN-IBN that the Italian ambassador to India Daniele Mancini will be asked to leave.
CNN-IBN has learned that the final decision to expel the Italian envoy will be taken and formalised within a week. All this even as MPs are set to bring up the issue in Parliament on Wednesday. This after the Bharatiya Janata Party on Tuesday alleged diplomatic collusion between Delhi and Rome.
The BJP will move a Calling Attention Motion on Wednesday in both Houses of Parliament demanding answers from the government. The opposition party said the diplomatic tussle is a contempt of the Supreme Court.

Why they took the word of Italian Ambassador who has diplomatic immunity?
It is all a set up - its all about kickback Queen!

It's a clear case of the two GOI and GOI sold the Indian people down the creek. The initial release was a quiet understanding between the two governments get the two soldiers back to Italy via non-standard channel. Once they are gone they are gone. Who would expect them to return to India? Only the gullible Indian people. If you are serious about holding them, you won't let them go in the first place. All these lamenting after the fact just show how gullible Indians are. But don't worry. In one month all these will be forgotten. Indians are used to humiliation.

The Prime Minister today warned that "there will be consequences" if Italy does not respect its commitment to the Supreme Court that two marines allowed to travel home will return to Delhi to face trial for shooting a pair of Indian fishermen. (Read: PM's statement in Parliament)

On Monday, Italy informed India that the marines will stay there, a decision that Dr Manmohan Singh said "violates every rule of diplomatic discourse." He added that Italy must return the two accused. "If they do not keep their word, there will be consequences for our relations with Italy."

Foreign Secretary Ranjan Mathai said India will wait for Italy's response before deciding future action, reports the Press Trust of India.

The marines - Massimiliano Latorre and Salvatore Girone - were permitted last month by the Supreme Court to travel home to vote in the national election.

Sources say the Italian envoy, Daniele Mancini, could be expelled since he gave an undertaking in court that the marines would be back in Delhi by March 24. (Read: Will overcome "difficult moments" over absent marines: Italian envoy)

BJP leader Arun Jaitley said that "fraud has been practiced" on India. "When in prison, you do not have a right to cast your vote," he said, pointing out that the navy officers could have voted by mail instead of being sent to Italy. Famous lawyer Harish Salve has said he will no longer represent the marines, and described Italy's action as "a breach of faith." (Read)

Italy says that its decision is based on India ignoring its written offer for diplomatic negotiations. (Read: Will search for an acceptable solution, Italian officials tell NDTV)

The marines were guarding an Italian tanker off the Kochi coast in February last year when they say they mistook two fishermen for pirates, and shot them.

Italy claims the shooting took place in international waters, and India does not have jurisdiction. New Delhi disagrees.

The Rome daily La Repubblica said the move by Premier Mario Monti’s caretaker government ”dealt a terrible blow to our credibility from the point of view of international image.” The newspaper said the decision made the fishermen victims twice. ”First by the tragic misunderstanding, then by a fraudulent behavior on the part of a country that should in any case take responsibility for what happened.”
