There is such a must-do thing called MTCR that everyone are desparate to get in? That's new to me, my bad, never heard of it.
By looking at the member list, it is a private club or what? I thought there are like 193 member states on this planet, no? So that's what "international community" is? Talking about guiding "international" efforts, even setting "international" standard, nice jokes.
