Well, I think Islam is secular in the sense it is meant to tolerate all (non-Muslim) religions and non-religions. Some forms of Islam are a bit more extreme, such as perhaps wahhabism and deobandism. Secular Islam is just one of those more accepting forms imo. But, yes it doesnt make much sense used literally.
