Just when you thought we had heard the last of the Kerry-Lugar Bill here it is again; coming over the horizon grumbling and creaking and generally making a nuisance of itself. The problem this time is implementation, delays thereof. The bill was signed on September 24 last year, since when both the US and ourselves have been trying to iron out the modalities of how to disburse – and monitor – some very large sums of money. It seems that the two sides have not got much past the start line according to the usual nameless source in the finance ministry… “Basic issues like procedures for finalisation and execution of projects are still under discussion”… said Mr Nameless. He offered the further penetrating insight that the delays were both politically damaging for the government and were preventing the launch of a range of social-sector projects. The US ambassador has acknowledged the difficulties saying that there were ‘misunderstandings’ on both sides about how the money was to be released. Meeting reporters she said that Pakistan would get $800 million by March – whilst Finance Minister Shaukat Tarin said that the US authorities had said that Pakistan expected to receive only $500 million perhaps by June. Confusion reigns.

It would appear that the principal hurdle in the way of getting the money out of Uncle Sam’s pocket and into ours was a lack of coordination on the US side between officials and agencies of the American administration. Three big players have fingers in the pie — Robin Raphael, David Lipton and Richard Holbrooke, and they all have different approaches to the allocation of funds. Holbrooke favours the execution of projects through the NGO sector. Raphael wants to grant project funding through the Pakistan government. Lipton, who is the director for international economics on the National Security Council, wants to promote development projects under the Kerry-Lugar programme in areas affected by militancy. Three clearly divergent views. On our side there is as much confusion. There is no single designated agency tasked with coordination of funds from the Kerry-Lugar Bill. The finance ministry has apparently asked the Economic Affairs Division to coordinate matters, but it seems that most of the projects to be considered under KL funding are being authored by the Planning Commission without reference to any other agency or stakeholder. All in all, this is a recipe for a ****-up on a grand scale. What is at stake is about $1.5 billion a year – we would have thought that somebody somewhere would have given the matter of disbursal rather more consideration than appears to be the case. Or would that be wishing too much?

The money should be given to local banks for loan schemes, and let the people come forward with good ideas on how to spend the loaned money.

The interest that the banks earn should be further utilized in some development projects. State Bank of Pakistan is one badass regulatory authority, less chances of income leak.

i hope this aid will be used for betterment of pakistan not for betterment of zardari lifestyle lol :)

Asim, if only money grew on trees and there was peace in the world... wishful thinking. What's going to happen when the aid comes in: it will go straight into the coffers of many an NRO-beneficiary and the non-NRO beneficiary.

Come to Karachi and drive down Governor House road (club road/old dr ziauddin ahmed road) or go to Sharae Faisal, there is graffiti all over saying, "Aman ho ya Jang, Asif Zardari kay Sang" and "Qadam barhao Zardari, hum tumharay saath hain." Zardari has been in the presidency for over a year, all predictions of his evictions have gone to the bin... nothing has changed. So much for booting out corruption.

If only corruption-less leaders are allowed then nations in south-asia would be leaderless. This whole attitude of "eviction" by anything other than elections is dangerous particularly for Pak. Let the next elections decide that & live with the elected leader .... over time things should improve. Even relatively "clean" leader like Singh in India presides over a very corrupt machinery & I suppose pak is no different.

DEMAND (not option) #1 is to REJECT (not refuse) the aid. Anyone offering aid should be frowned upon.

However since the aid IS being 'given', I wanted to introduce as much ideas I can to make it difficult for NRO beneficiaries to take the aid.

As Elmo mentioned up there, Aid is just bribe money for Zardari, but we'll keep being pesky little bugs that never let corruption go on smooth. "Lagay raho".

Elmo, Zardari's eviction should be made through constitutional means the other thing is we as PEOPLE of Pakistan who have made the mistake of allowing such people to the Presidency through are idiotic voting standards SHOULD be punished and Zardari is our Punishment. There's always some coup or Article 58-2b to save the day, but we never learn our lessons. Let the people F-up, let them be placed under foreign masters that give them aid, till we don't burn, we won't learn. And I mean a good crispy burn not the slow grilling thats been going in since 1947.
