It is not only mistake of DRDO . armed forces are equally culprit .
When they have not money they buy DRDO products without any problem just like INSAS , HAL Deepal , HAL Kiran etc. After liberalization armed forces got more money but in same period DRDO are in heavy sanction due to nuclear test which cause terrible delay for all ongoing projects.
ISRO is civilian agency which got all technical help from all over world from their first day.
ISRO also effect due to saction & you see huge deay in GSLV project.
So , you cannot compare apple & orange.
