Updated at: 1031 PST, Tuesday, March 02, 2010 DUBAI: Dubai's police chief says any traveler suspected of being Israeli will not be allowed to enter the United Arab Emirates, even if they carry an alternative passport.


Lieutenant General Dahi Khalfan announced the measure Monday at a news briefing on his investigation into the Israeli spy agency's alleged killing of a Hamas operative in Dubai.

Israel has neither confirmed nor denied its role in the January assassination of Mahmoud al-Mabhouh.

The 26 suspected killers used passports from Britain, Ireland, France, Germany and Australia.

The countries have protested to Israel about the use of forged passports, but have not directly accused Israel in the attack.

Police have arrested at least two Palestinians in Jordan in connection with the killing and have extradited them to Dubai.

In Geneva Monday, Iranian Foreign Minister Manouchehr Mottaki questioned the role the Western countries played in the assassination.

He told the U.N. Human Rights Council the nations should answer whether their security services, intelligence people or a part of their government were involved.

Israel says the Hamas commander killed in Dubai was a key player in smuggling weapons to Hamas militants in the Gaza Strip. It is believed he may have been carrying out a planned arms deal at the time of his death.

Dubai will use stricter screening measures before admitting Israeli dual citizenship holders into the country, its police chief said.

Israeli citizens are banned from travelling to the United Arab Emirates, which includes Dubai.

But dual nationals can use alternative passports to enter the country. Many Israelis hold dual nationality.

The move follows the assassination of a Hamas commander, Mahmoud al-Mabhouh, in Dubai on 20 January.

The Israeli secret service has been implicated in the killing, though Israel has neither confirmed nor denied involvement.

Dubai's police chief Lt Gen Dahi Khaflan Tamim said that in future, the UAE would "deny entry to anyone suspected of having Israeli citizenship".

"Earlier, Israeli dual citizens could easily enter the country even if officials recognised them as Israelis from their accents and traits. But from now on they will be carefully scrutinised, regardless of what passport they hold," he said.

"We will not allow those who hold Israeli passports into the UAE no matter what other passport they have," he added.

Speaking at a security conference on Monday Lt Gen Tamim said, "Israel must not carry out its assassinations on our land. When it has a conflict with another country, Israel should deal with it on their land or the other country's but not here on our land."

"It is disgraceful how the killers abused European and other passports and UAE soil to assassinate", he added.

'Develop skills'

Lt Gen Tamim did not expand on which specific measures would be used to identify Israeli travellers. But the police chief said that security forces would "develop skills" to recognise Israelis by "physical features and the way they speak".

It is unclear whether the screening would also apply to Israeli athletes and officials attending events in the UAE. Last month Israel's Shahar Peer played in a tennis tournament in Dubai.

Many Israelis hold dual nationality, allowing them to travel to countries without diplomatic relations with Israel. This includes all Arab countries except Egypt and Jordan.

Mahmoud al-Mabhouh, 50, was the founder of the Izzedine al-Qassam Brigades, the military wing of Hamas and was reportedly involved in weapons procurement.

He was found dead in a Dubai hotel room on 20 January. On Sunday Dubai officials said that Mr Mabhouh's killers used a quick-acting muscle relaxant to help make the death appear "natural".

Dubai has identified 26 suspects in the murder and said they used British, Irish, French and Australian passports. The countries say the passports used by the murder suspects were forged.

Its not like the killers will come back to Dubai to shop for perfumes :blink::D they are gone probbly even assasinated by their own Mosad since their operation was compromised

WELL DONE INDEED DUBAI. . Let's hope that other decent countries follow suit and show the Israelis they cannot continue to behave like savages , and expect the world to just stand by and do nothing.

Did the israeli came from there own passports. They used Australian, British and french passports. What make them think if they want to do something next time they'll use Israeli passport. However its a strong msg to israel i think. But if they really want to pressurize israel they should also ban Australia and french too for few months so that these Govt. can feel the heat.

They were already not allowed, given that there is no way an Israeli can obtain a UAE visa - the lack of consular relations. Except that dual nationality holders were allowed as a don't ask don't tell policy. Now they are a risk too, so I guess people's passports would be scanned and they will be asked.

But I don't see the logic of this. Terrorists, will get clean passports and will lie about holding dual nationalities. Regular Israeli dual nationality holders will be the only ones suffering.

Hi,
Please read carefully it says that "Any traveler who is suspected of being Israeli" which means either they are Americans or Indians they will also be banned if they will have any Israeli connections

But not disgracefull that a murderer and gun runner is welcome to do buisness in Dubai?

What so i wont be able to fly emirates now " looks hes got a big nose he must be jewish get him" UAE police have a mile of footage three palestinians in custody and the best they can do is anounce a ban on people that look jewish. More a case of they got shown up badly and are thowing crumbs on the water to try an look like they are doing some thing.

Will at least keep one guy out or the UAE
