The problem is that these animals think they can get away with it. I believe that every country needs to have extremely strict laws when it comes to rapes. Once proven the culprit should be shot publicly by a firing squad. After a few of them have been punished the rate of these crimes will automatically decrease.

As for the prevalence of rape in India and the rest of South Asia, it's low. However care does need to be taken. Such incidents of lone females getting into the wrong car and then getting sexually assaulted happen in the West as well.
